Label Information with Respect to Water
2,4-D amine
Weedar 64
Riparian Upland
Noted for aquatic use (Not being proposed by the SCNF for use in aquatic setting). Do not apply directly to water or areas where surface water is present or intertidal areas below the mean high water mark (except where noted).
Aminopyralid
Milestone
Riparian Upland

Aerial Do not apply directly to water or areas where surface water is present or intertidal areas below the mean high water mark. It is permissible to treat non-irrigation ditch banks, seasonal dry wetlands (such as floodplains, deltas, marshes, swamps, or bog) and transitional areas between upland and lowland sites. Milestone can be used to the water’s edge. Do not apply directly to water and take precautions to minimize spray drift into water.

Chlorsulfuron
Telar XP
Riparian Upland Aerial
Do not apply directly to water or areas where surface water is present or intertidal areas below the mean high water mark. This product may be applied on forestry and non-agriculture sites that contain areas of temporary surface water caused by collection of water between planting bed, in equipment ruts, or in other depressions caused by management activities. It is permissible to treat intermittently flooded low lying sites, seasonal dry floodplains and traditional areas between upland and lowland sites when no water is present. It is also permissible to treat marshes, swamps and bogs after water has receded, as well as seasonally dry flood deltas. Do not make applications to natural or man-made bodies of water such as lakes, reservoirs, ponds, streams and canals.
Clopyralid
Transline
Riparian Upland

Aerial Do not apply directly to water or areas where surface water is present or intertidal areas below the mean high water mark.

Glyphosate
Rodeo
Riparian

Upland Aerial May be used in and around water and wetlands. May be applied to emerged weeds in all bodies of fresh and brackish water which may be flowing, non-flowing or transient.

Imazapic
Plateau
Upland, Riparian Aerial
Do not apply directly to water or areas where surface water is present or intertidal areas below the mean high water mark. A level well maintained vegetative buffer strip between areas to which this product is applied and surface water features such as ponds, streams and springs will reduce the potential for contamination of water from rainfall-runoff. Runoff of this product will be reduced by avoiding applications which rainfall is forecasted to occur within 48 hours.
Imazapyr
Habitat
RiparianUpland
Applications may only be made for the control of undesirable emergent and floating aquatic vegetation in and around standing and flowing water. To minimize hazards, do not treat more than one half of the water area in a single operation, and wait at least ten to fourteen days between treatments. Applications may be made to control undesirable wetland, riparian and terrestrial vegetation growing in or around surface water.
Metsulfuron- methyl

Upland, Aerial
Do not apply directly to water or areas where surface water is present or intertidal areas below the mean high water mark.
Sulfometuron- methyl
Oust XP
RiparianUpland Aerial
This product may be applied on forestry and non-agriculture sites that contain areas of temporary surface water caused by collection of water between planting beds, in equipment ruts, or in other depressions created by management activities. It is permissible to treat intermittently flooded low lying sites, seasonal dry flood plains and transitional areas between upland and lowland sites when no water is present. Do not make applications to natural or man-made bodies of water such as lakes, reservoirs, ponds, streams and canals.
Triclopyr
Garlon 3A
Riparian Upland
May be used within forest and non-crop sites to control target vegetation in and around standing water sites. To minimize hazards, do not treat more than one-third to one- half of the water area in a single operation, and wait at least ten to fourteen days between treatments.

Table 3 Challis & Salmon BLM: Challis & Salmon BLM 3. Aerial Applications Standard Operating Procedures

No aerial applications will take place within the following buffers:

· 300 feet of streams containing threatened and endangered fish

· 300 feet of fish bearing waters

· 300 feet of perennial, non-fish bearing streams and flowing intermittent streams

· 300 feet of ponds, lakes, reservoirs, springs, and wetlands

· 300 feet from hydrologically connected ditches (flow that returns to another waterbody)

· 300 feet from intermittent stream channels that are dry

· 300 feet of known Special Status plant populations

· 300 feet around developed campgrounds

· 300 feet around private lands unless authorized by adjacent private landowners

· mapped greater sage-grouse nesting/brood rearing habitat, prior to June 30; and

· 0.5 mile of active bald eagle nests during the February 1-August 15 nesting season.

· Notify adjacent landowner(s) prior to treatment.

· Prior to helicopter fueling operations prepare a transportation, storage, and emergency spill plan and obtain the appropriate approvals; for other heavy equipment fueling operations use a slip-tank not greater than 250 gallons. Prepare spill containment and cleanup provisions for maintenance operations.

· Within 300 feet of wetlands or riparian areas, do not fuel/refuel aerial equipment, store fuel, or perform equipment maintenance (locate all fueling and fuel storage areas, as well as service landings outside of protected riparian areas).

· Aerial herbicide application would not occur when sustained wind speeds exceed 5 mph or label recommendations, whichever is less.

· Aerial herbicide applications would not occur during inversions, or below minimum relative humidity or above maximum temperature, as stated on label.

· Prior to commencing a spray operation, a weather forecast for the area would be obtained. During application, weather conditions would be monitored at spray sites (i.e., wind speed, temperature, and relative humidity). Additional weather and application monitoring would occur whenever a weather change may impact safe placement of the herbicide on the target area.

· All aerial herbicide applications would be conducted in a manner that avoids application overlap and drift.

· Aerial herbicide application would be used to control or eradicate large infestation of weeds or in areas that have steep slopes, rocky soils, and are difficult to access.

· Make helicopter applications at a target airspeed of 40 to 50 mph and less than 45 feet above ground.

· Aerial spray units (and perennial seeps, ponds, springs, and wetlands in proposed aerial units) will be identified prior to spraying to ensure only appropriate portions of the unit are aerially treated. A global positioning system (GPS) will be used in spray helicopters and each treatment unit will be mapped before the flight to ensure that only areas marked for treatment are treated. Drift monitoring cards may be placed within 300 feet from and perpendicular to perennial streams to monitor levels of herbicide drift.

· Aerial herbicide application will not occur in designated municipal watersheds. Idaho Department of Environmental Quality (IDEQ) Source Protection Areas will not be included in aerial application project areas.

· Aerial herbicide application will not occur over areas with >30% live tree canopy cover.

· Sampling of aerial spray projects may be accomplished through the use of spray cards, dye or other type of indicator. The purpose of this monitoring will be to validate buffer effectiveness for riparian areas and water edges. Findings from these indicators will be included with the annual monitoring results.

· Aerial application equipment will be designed to deliver a median droplet diameter of 300 to 800 microns. This droplet size is large enough to avoid excessive drift while providing adequate coverage of target vegetation.

· A maximum of 20,000 acres would be treated annually not to exceed 10,000 acres aerially and no more than 5,000 acres treated within riparian habitats utilizing ground-based methods in the Salmon-Challis Resources Areas combined.

· No more than 25% of total acreage within each 6th field HUC would be treated annually, with no more than 1000 acres treated in riparian.
