About this file

This is a Cost Proposal Exhibit for audit services requested by the Kansas State Employees Health Care Commission (HCC) administering the State Employee Health Plan (SEHP), identified as EVT#0010856. The SEHP is soliciting separate bids for comprehensive audit services covering three distinct vendor categories: medical plan vendors, dental plan vendors, and pharmacy benefit managers (PBMs). The scope of services includes required core audits and additional optional audits across a three-year contract term. For medical vendors, bidders must provide pricing for claims audits with 95% confidence level statistical validity, targeted claims audits, eligibility record audits, and recoupment audits. Dental vendor audits require similar core claims and eligibility audits plus recoupment services. PBM audits are the most extensive, encompassing 100% electronic pharmacy claims audits, transparency audits requiring retail pharmacy contact in Kansas, rebate audits including on-site manufacturer contract reviews, recoupment audits, pricing comparison audits, and eligibility audits. Additional enterprise-wide services include dependent eligibility verification audits, premium reconciliation audits, and pre or post-implementation audits on an as-needed basis.

Bidders must submit flat-fee pricing for each audit service by vendor type and area of review, with all costs including travel expenses and vendor availability for up to one calendar year following final audit report acceptance to answer HCC and SEHP staff questions. Any services not listed on the cost proposal are non-billable. Bidders must clearly identify all assumptions, mark unavailable services as "service not available," and provide an additional hourly rate for services that may be required beyond the defined scope. The cost proposal should include separate pricing options and details for each section, with miscellaneous or optional services clearly designated and detailed in a dedicated section. Bidders must provide annual pricing for Years 1, 2, and 3 of the contract term, allowing the SEHP to evaluate multi-year cost commitments for each audit category and vendor type.
