About this file
This is a Questions and Answers document from the Office of Judicial Administration regarding Employee Assistance Program Services for the Kansas Lawyers Assistance Program (KALAP). The RFP seeks proposals for in-person and virtual counseling, assessment, and treatment services for Kansas lawyers, bar applicants, and law students. Services must be available at a minimum of 26 Kansas cities, with a 12-session annual limit per client at 45-60 minutes per session. The contract is effective February 1, 2027, and runs through December 31, 2029, with options to renew for two additional twelve-month periods. The procurement officer is Lee Askew (lee.askew@ks.gov, 785/296-7107). Questions regarding the RFP were due by close of business September 22, 2026, with proposals due October 13, 2026, at 2:00 PM CST.
Based on historical utilization data, KALAP anticipates serving approximately 200 clients annually, with up to 50 engaging in services, and approximately 30 individuals engaging in counseling sessions. The organization has not utilized Critical Incident Response services in the past and does not provide group counseling or substance-use screening. Counseling staff must hold an M.A. or equivalent in a relevant field plus clinical licensure, or a B.A./B.S. with valid certification in alcoholism or drug counseling. Cost proposals must include a base monthly administrative charge and a per-visit charge for each counseling session, with payment terms of Net 30 days. Prime contractors may satisfy geographic coverage requirements through a combination of their own clinicians and credentialed subcontracted or affiliated Kansas-licensed providers. This is an indefinite-quantity contract with no guaranteed volume of services. The State of Kansas offers bidder preference programs including Disabled Veteran Owned Business and Certified Business set-asides, and human trafficking prevention policies are encouraged.
