About this file
This is a vendor questionnaire for the Kansas Department for Aging and Disability Services (KDADS) Rural Health Transportation Program (RHTP) Crisis Transportation Services contract. The questionnaire is designed to evaluate qualified vendors' capabilities to provide coordinated transportation services for individuals experiencing mental health and substance abuse crises across all 105 counties in Kansas. The contract requires 24/7/365 service delivery supported by centralized dispatch, appropriate vehicles, and personnel trained in behavioral health crisis response, de-escalation, and trauma-informed care. Services must be accessible through multiple referral sources including 988 crisis lines, community mental health centers, hospitals, law enforcement, courts, and other authorized entities. The questionnaire consists of eight sections addressing organizational experience and capacity, statewide coverage and service delivery, dispatch and technology capabilities, staffing and training, vehicles and safety, governance and quality management, value-added services and innovation, and references.
The questionnaire requires contractors to respond with "Yes" or "No" designations and detailed explanations to thirty questions organized across the eight sections. Responses must follow the required structure and order, clearly identify corresponding items, and include supporting documentation where specifically requested. Contractors must demonstrate experience managing transportation services across multi-county or geographically dispersed areas, organizational capacity to administer statewide services, ability to sustain operations throughout the contract term, implementation capability within the proposed timeframe, and strategies for maintaining service coverage and response times across urban, semi-urban, densely settled rural, rural, and frontier population density classifications. Additionally, contractors must provide evidence of experience with similar services, statewide service delivery, and references demonstrating relevant experience in behavioral health crisis transportation or related fields. Incomplete responses, failure to follow required formatting, omission of Yes/No designations, or missing sections may result in the proposal being deemed non-responsive.
