About this file
This is Amendment 1 to a Request for Proposal issued by the Kansas Department of Administration's Office of Procurement and Contracts on behalf of the Kansas Supreme Court Office of Judicial Administration for a Human Resource Information System (RFP EVT0010884). The amendment, dated August 11, 2026, modifies sections 1.6 (Notices) and 3.35 (Off-Shore Sourcing) of the original RFP. The proposal closing date remains September 8, 2026, at 2:00 p.m. CST, with the system delivery deadline of September 13, 2026. The contract term is two years with options to renew for up to two additional two-year periods upon mutual agreement. All bidders must acknowledge receipt and understanding of this amendment by signing and submitting it with their bid response.
The amendment specifies that all notices and communications between parties must be submitted in writing to designated addresses for both the Kansas Department of Administration Procurement and Contracts office and the Office of Judicial Administration. Section 3.35 establishes that if the contractor or any subcontractor intends to relocate work previously performed in the United States to an offshore location during the contract term, the contractor must immediately notify the Office of Judicial Administration in writing with details regarding the new location, nature of work, and percentage of work to be relocated. Approval from the Office of Judicial Administration is mandatory before any work relocation occurs, and failure to obtain approval constitutes grounds for contract termination for cause by the Judicial Administrator through the Director of Purchases. Vendors are responsible for monitoring the procurement website regularly for additional changes or amendments.
