About this file

This is a Bid Amendment document issued by the Kansas Lottery through the State of Kansas Department of Administration Procurement and Contracts, extending the closing date for the Instant Lottery Tickets Request for Proposal. The solicitation seeks competitive proposals for two separate programs: Program A for Scratch and Pull Tab Lottery Tickets and Program B for eInstant Lottery Tickets (electronic games), with bidders permitted to submit proposals for either or both programs. Deliverables include production and delivery of instant lottery tickets in quantities ranging from 300,000 to 8,400,000 tickets across multiple stock types, submission of 5,000 consecutively numbered vendor sample tickets, validation and inventory records within three working days of printing, and test game and re-order game capability. The contract period runs from July 1, 2026, through June 30, 2031 (five years), with potential for multiple vendor awards. The original closing date of March 25, 2026, at 2:00 PM CDT has been extended via this amendment, and delivery to the Kansas Lottery office at 128 N Kansas Ave, Topeka, KS 66603-3621 is required by March 30, 2026.

Evaluation criteria include cost, proposal adequacy and completeness, bidder's understanding of the project, compliance with RFP terms, experience in providing like services, and qualified staff and methodology. Required submissions include a current Tax Clearance Certificate, completion of certification forms regarding Boycott of Israel, Sexual Harassment, and Immigration Reform and Control compliance, character and financial disclosure forms, vendor security background information, copies of federal tax returns, a performance bond of $250,000, a DDD bond or crime insurance of at least $3,000,000, public liability insurance of $1,000,000 minimum per person and $2,000,000 per occurrence, and errors and omissions insurance. Program A pricing is based on ticket size and quantity ordered at specified breakpoints, while Program B eInstant tickets are priced as a percentage of sales. Liquidated damages apply for late delivery at 0.1% of retail price per day for instant tickets not delivered within 34 calendar days and for non-conforming tickets at 30% of face value per book. The current contract vendors (Pollard, BrightStar, and Scientific Games) will be replaced under this new procurement. No monetary bid guarantee is required, and bidders must comply with Kansas Open Records Act requirements and accept electronic funds transfer payment.
