About this file
This document provides ECATTS Web Site Use Procedures for the Naval Supply Activity Mid-South Memphis, Tennessee, establishing mandatory environmental training requirements for government employees and personnel assigned to the installation. The procedure outlines a mandatory training and certification process that includes registration on the ECATTS platform, completion of Environmental Management System (EMS) Awareness Training for FY-2025, Hazard Communication (HAZCOM) training, and potentially Hazardous Materials and Hazardous Waste training depending on project assignments. Employees must register as new users or utilize existing credentials, select appropriate duty classifications including administrative and environmental management duties, and complete the required modules followed by a certification test. Training certificates must be obtained, retained for records, and submitted to the Training Coordinator and included with permit submittals.
The training program is administered by the Naval Facilities Engineering Systems Command (NAVFAC) but applies as the training standard for all base employees. There are no pricing terms, set-asides, incumbent information, or funding requirements outlined in this procedural document. Contact information is provided for Geneva Catlett, Command EMS Manager, at (901) 874-5910, or other Environmental Division personnel for assistance. The procedures establish an ongoing compliance requirement rather than a time-limited contract, with no specified expiration date or renewal options indicated.
