About this file

This is an award letter from the Arizona Department of Public Safety (AZDPS) dated October 14, 2025, to Evans Towing & Recovery, informing the company of its selection for the Tow Certification Service Agreement (TSA) in DPS District 6. The contract award is directed to Evan Gibrael at the company's approved business location in Florence, Arizona. The letter originates from the AZDPS office in Phoenix and is signed by Sergeant Michael White, the AZDPS Tow Program Manager.

The TSA is an indefinite delivery vehicle for DPS-initiated towing services with a term beginning immediately and continuing until terminated. Evans Towing & Recovery is required to provide towing and vehicle storage services at its approved Florence location. Prior to commencing work, the company must submit a Certificate of Insurance demonstrating compliance with TSA insurance requirements and complete registration on the state's APP (Arizona Procurement Portal) system. Additional contractual obligations include establishing clearly visible and readable signage at all vehicle storage locations within 14 days of award, and maintaining adequate supplies of business and rate cards at tow trucks and facilities. Rate cards must display the company name, business address, contact information including normal and after-hours access, storage facility address, hours of operation, and TSA maximum allowable or lower rate schedules. Questions regarding the agreement should be directed to the DPS Tow Program at towprogram@azdps.gov or 602-223-2001.
