About this file

This evaluation criteria document pertains to a New Mexico State University (NMSU) Request for Proposal (RFP #2027-RFP-873) for specialized planning, design, and technical services. The solicitation seeks qualified architecture and engineering firms to provide comprehensive design services, with evaluation focused on firms' technical competence, capacity, past performance, and local familiarity. Respondents must demonstrate their ability to deliver project services within specified timelines and address sustainability measures, energy conservation, and cost estimation methodologies. The RFP requires submission of detailed firm qualifications, including ownership information, organizational structure, employee resumes, consultant qualifications, proposed project timelines broken down by labor category, and performance guarantees for successful project completion.

Evaluation will be weighted across multiple criteria: specialized planning and design competence (35 points), capacity and capability to perform the work (25 points), past record of performance with government and private sector contracts (25 points), proximity and familiarity with the project location (5 points), percentage of design work performed in New Mexico (5 points), and volume of incomplete prior NMSU work (5 points), totaling 100 base points. Additional preference points are available for New Mexico in-state resident or Native American businesses (8 points) and resident veteran or Native American veteran businesses (10 points), bringing the total possible evaluation weight to 110 points. Respondents must provide copies of appropriate state certification documents and cannot claim both resident and veteran business preferences simultaneously. Failure to adequately address evaluation requirements may result in proposals being deemed non-responsive.
