About this file
This is an Appendix A document for the Integrated Digital Enterprise Accelerator Lab (IDEAL) Research Facility Request for Proposals (RFP #2027-RFP-873) issued by New Mexico State University (NMSU). The document establishes the preliminary basis of design (BOD) dated July 1, 2026, which serves as the foundational planning document for the project. The Construction Manager at Risk (CMAR) selected for this project is required to review and utilize the Preliminary BOD to support preconstruction planning activities including cost estimating, constructability reviews, scheduling, phasing and sequencing, long-lead procurement planning, value engineering, and development of the Guaranteed Maximum Price. The CMAR shall identify and document any conflicts, omissions, constructability concerns, or impacts to schedule and budget, providing written recommendations to NMSU and the Design Professional for consideration.
The Preliminary BOD contains planning-level information that will be validated and further developed collaboratively by NMSU and the selected Design Professional during programming and design phases. Any proposed changes that affect the approved project scope, budget, schedule, or technical intent require written approval from NMSU before implementation. This structure ensures that the CMAR's input during preconstruction phases informs the final design and cost baseline while maintaining NMSU's control over project parameters and approval authority.
