About this file
This file is an instructional guide from the eVA (electronic Virginia) procurement platform detailing the procedural steps for responding to an Invitation for Bid (IFB) solicitation. The document provides step-by-step guidance for vendors interested in submitting bids through the eVA system, which is Virginia's centralized electronic procurement portal. The instructions encompass the entire bid submission process, from initial opportunity review through final proposal validation and submission. Vendors are directed to review all solicitation documents thoroughly, including the Info and Items tabs, all attachments, and RFx documents before commencing their response. The submission process requires vendors to complete the Response Information tab (where they may edit labels, add validity dates, and attach requested supplier documents such as acknowledgements of addenda, references, and licenses), populate the Item tab with unit pricing for each line item, and validate their completed bid before final submission.
The guide emphasizes that vendors may save their progress at any time and return to complete their submissions later through the Sourcing and Manage RFx's functions. Vendors are also given the option to download the item list to Excel, complete their quotation offline, and then upload the completed pricing back into the system. No specific pricing terms, set-asides, award dates, or contract terms are outlined in this instructional document, as it serves solely as a procedural guide for navigating the eVA electronic bidding platform. The document was last updated on March 22, 2024, and applies to all IFB solicitations posted through Virginia's procurement system.
