About this file
This Addendum 1 document provides clarifications and answers to questions regarding the City of Waynesboro's Transportation Management System (Pavement) RFP in Virginia. The project is scheduled to go to bid in late summer or early fall, with construction work to be conducted during late fall and early winter, targeting completion by the first of the year. The City seeks proposals from qualified engineering firms to analyze pavement conditions and update the Pavement Management System. Interested firms should note that all firms submitting proposals must be licensed to provide engineering services in the Commonwealth of Virginia, and this requirement can be satisfied through either a prime consultant holding a Virginia engineering license or through a qualified Virginia-licensed subconsultant identified in the proposal.
Key requirements outlined in the addendum include that offerors must comply with Virginia Code 2.2-4311.2 by providing either a State Corporation Commission identification number or a statement explaining why authorization is not required. Regarding data delivery, the City will only accept data provided in a Cartegraph-compatible import format; third-party access to the City's existing Cartegraph database is not permitted. Firms must be organized or authorized to conduct business in the Commonwealth of Virginia as required by law, with proper documentation provided on the specified SCC Form.

Transportation Management System RFP
ADDENDUM #1
Questions & Answers
Q1) If known, when is this project expected to go to bid for contractors and what is the expected start date for construction?
A1) The project will go to bid late summer / early fall and work will need to be conducted late fall / early winter with a desired completion date around the first of the year.
Q2) Does the prime consultant need to be a Virginia-licensed engineering firm or if not can they partner with one?
A2) Pursuant to Code of Virginia, §2.2-4311.2 subsection B, an Offeror organized or authorized to transact business in the Commonwealth pursuant to Title 13.1 or Title 50 is required to include in its proposal the identification number issued to it by the State Corporation Commission (SCC). Any
Offeror that is not required to be authorized to transact business in the Commonwealth as a foreign business entity under Title 13.1 or Title 50 or as otherwise required by law is required to include in its proposal a statement describing why the Offeror is not required to be so authorized.
Indicate the above information on the SCC Form provided.
Q3) Does the City expect the consultant to directly populate the existing Cartegraph database, or will delivery of the data in a Cartegraph-compatible import format satisfy this requirement?
A3) Delivery of the data in a Cartegraph-compatible import format is the only acceptable method. We do not allow third party access to our database.
Q4) Section I states that all firms submitting proposals shall be licensed to provide engineering services in the Commonwealth of Virginia. Section VI.7 and the evaluation criteria contemplate the use of subconsultants. May an Offeror that is not itself a licensed Virginia engineering firm submit a proposal as prime where the professional engineering services are performed by a Virginia-licensed subconsultant identified in the proposal?
A4) See answer to question 2 above.
