The response due date has been extended from March 25, 2024 to April 15, 2024.
The RFP provides historical data on current card usage, including number of cards, spend volume, and transactions. Vendors are required to provide pricing information on the Mandatory Price Sheet, and may include additional fees. Is it possible to get a breakdown of gallons, spend, and transaction count by fuel merchant brand? For example; spend at Valero, ExxonMobil, Shell, Quiktrip, etc.? Ideally, we would like to have this data for the calendar year 2023. If additionally, the data could be broken down between unleaded and diesel that would be helpful.
To the extent possible, separating that day by higher education, smartbuy, and state agencies is requested.
See pages 7 - 14.
38 Does the state intend to use their retail fuel card(s) outside of the continental United States? This is not a metric CPA can predict or anticipate.
Section A.9.1 in this document, “ESBD_File_349137_1_Part A 946M4 Charge Cards” references no fee language. Is there no ability for a contractor to offer value-added fleet solutions to this contract for products that come with an additional fee to customers?
Charges and fees may be entered in the space provided on the Mandatory Price Sheet.
Contractor would like to request a three-week extension on the due date of the RFP. We are proposing a new due date of April 15, 2024.
See Page 1, Response Due Date extended.

Page A11, Section A.8.1 - Please confirm this limitation only applies to services pursuant to the contract, and the State does not intend to restrict business outside of the contract.
This limitation only applies to services pursuant to this Contract.
Page A11, Section A.8.2 - Please confirm intended scope of the services based on request for “Worldwide” shipping of cards. Please clarify if you anticipate the successful bidder needing to obtain special export licenses or other governmental permissions to operate in politically sensitive or sanctioned jurisdictions.
Section A.8.2 refers to delivery requirements. The Contractor may be required to ship cards worldwide, based on Customer needs. CPA is unable to anticipate the need for special export licenses or other governmental permissions.
44 Page A11, Section A.8.3 - Please define “emergency” (i.e., does this require a designated state of emergency or something else?) The Customer defines the emergency according to its needs.
45 Page A12, A.9.1. - Please clarify whether all fees must be waived to the State only, or to all participating entities under the Agreement? All waived fees apply to all participating Customers.
Page A13, Section A.10.3 - Please clarify the kinds of concerns or issues that will require a written plan for resolution and approval. Is there a materiality element to this?

Page A14, Section A.11.3 - Please clarify the requirements of this section, since sharing data with service providers and other third parties (such as merchants) is a necessary part of providing payment cards and related services.
Reference Attachment E, section E.2.2(D) "Access to Customer Data" and Attachment F, section F.2.2(D) "Access to Customer Data."
49 Page A16, Section A.13 - Please define “Subcontractor” / ”Subcontract.”

50 Page A16, Section A. A14 - Has the CPA determined whether
2252.908 applies to a contract award pursuant to this RFP? Yes.
There are items in Attachment A (e.g., A.6.1 Respondent Qualifications) that we feel merit a response. How should we respond to those items? For example, take exception, or for items requiring a narrative response/explanation would Attachment A represent a separate 25-page line item, or be included as part of the 25-page response to Line Item 1 or 2? Or, do you prefer no response other than exceptions?
See answer to question number 34.
52 Part A: Can a list of current non-State agency participants including spend for each be provided
See answer to question number 24. *a detailed list is not provided.
53 Part A: Who is eligible to participate in this program, i.e. tax-exempt entities, co-op participants, etc. All Customers as defined in Part A, Section A.1.
Exhibit 1: Can the number of cards in FY 2023 be broken out for purchasing card, declining balance card, One Card, Corporate travel card, and IBA rather than by type of entity provided in Historical Card Usage

57 Exhibit 1: Is UT Systems included in the State program and the information provided in the RFP Yes.
58 Attachment E, E.2.1.C: please provide further explanation on expectation regarding all data See answer to question number 47.
59 Attachment E, P.1.a: Does Anniversary date refer to Account creation date Yes.
60 Due to the large volume of clarifications requested for this RFP, would CPA consider offering an extension to the proposal due date? See answer to question number 40.
61 What does CPA anticipate being the contract start date? See answer to question number 2.
Customer(s) may request overnight delivery at no additional cost.
The net expense per overnight shipment is $20.00. Would the State accept two-day delivery in lieu of mandating an overnight shipment? Any expense related to this requirement would reduce any revenue share arrangements between respondent financial institutions and the State.
Customer may request overnight delivery. Needs and arrangements will be determined by Customer.
If the State continues to mandate overnight shipping at no cost:
How many overnight card shipments were sent to the State and Customers in 2023? Any financial institution respondents need to understand the scope of the expense generated by this component of the program.
See answer to question number 3.
64 How often are CPA or the Customer participants required to ship a card overseas?
This is not a CPA or Customer participant requirement. This is a Contractor requirement. Reference Part A, Section A.8.2 Delivery of Cards.
65 How many statements are being provided in paper format to the State and Customers as part of the current program?
Currently there are about 28,000 statements being provided via paper annually.
To maximize the rebate for the State of Texas, is CPA willing to accept the same fees in your current contract with the new provider?
Will the State accept any additional fees for the commercial card program? Some of the requested fee waivers are true expenses for any FI to carry; as such and noted above, by burdening the FI with the fee waiver, the cost would be applied to any revenue share offered to the State.
This is a new and independent solicitation. No terms and conditions will transfer from the existing Contract. Respondent is encouraged to provide its best Response. Charges and fees may be entered on the Mandatory Price Sheet.
If the State has oral presentations, what is the target timeline/dates for holding those meetings? How much advanced notice will Respondents be provided prior to holding these meetings?
If CPA determines that presentations are needed, Respondent will be notified. Exact timeline/dates cannot be provided at this time.
While standard proposal responses will be provided in Microsoft Word and Excel as required in the RFP, redaction of confidential information is best provided as a PDF. Will CPA allow for PDF submissions of the redacted proposal copies, in addition to the required forms?
See answer to question number 35.
Part B: Please explain the apparent conflict regarding the inclusion of section B.5.9, when the purpose of this RFP is to create credit card programs, which necessitates the creation of debt for all card users.
Reference Texas Constitution Article III, section 49 and Article VIII, section 6.
70 On average, how quickly does CPA pay after the billing cycle closes? Reference Part A, Section A.9.2 Payments.
71 On average, how quickly do the Higher Education members and SmartPay members pay after the cycle closes? See answer to question number 70.
Please provide more detail on the rebate structure in place today. Is the rebate based on aggregate volume for all participants first, and then the transaction size and speed of pay is paid out to the individual members participating in the program?
This is a new and independent solicitation. The rebate structure will not transfer from existing Contract. Respondent is encouraged to provide its best Response.
73 What is the current cycle date with Citi today? Reference Attachment E.1 Rebate Calculation

An e-receipt is an electronic payment receipt and is provided by the merchant when available.
Who are the TMCs (Travel Managagement Coordinators) for the various Customer participants (SmartBuy members, higher education and State agencies)?
