About this file

This document is Addendum No. 2 to Request for Proposal (RFP) No. 304T-24-946M4 issued by the Statewide Procurement Division (SPD), a division of the Texas Comptroller of Public Accounts (CPA), for commercial procurement and travel card services and retail fuel card services. The addendum provides additional questions and answers related to the payment terms and merchant negotiated spend under the contract. Specifically, it states that under the Prompt Payment Law, payments will be made within 30 days of cycle close, with the average number of days to pay being 21-28 days for different customer segments in 2023. Additionally, it clarifies that the $151 million in merchant negotiated spend identified previously includes all eligible spend across all merchants, and the $169 million in Amazon spend was a separate statistic.

The related state and local contract opportunity covers the state of Texas, with specific jurisdictions including Travis County and the City of Austin. The RFP seeks to provide commercial procurement and travel card services as well as retail fuel card services, including fuel, minor maintenance, and roadside assistance, to be used by state agencies, higher education institutions, and SmartBuy members. Respondents must acknowledge receipt of this addendum by signing and returning it with their proposal, as failure to do so may result in disqualification.
