About this file

This is a Data Security Requirements exhibit for the Texas Department of Agriculture (TDA) outlining mandatory security standards and procedures for contractors handling sensitive personal information and agency data. The exhibit establishes comprehensive security protocols that must be maintained throughout the contract term and any renewal options, requiring contractors to implement reasonable procedures to protect against unlawful use or disclosure of personally identifiable information (PII) and agency data.

Contractors must comply with NIST SP 800-53 standards or achieve TX-RAMP certification, maintain Payment Card Industry Data Security Standards for payment processing, and implement AES 128-bit encryption for applications and encrypted storage and transmission of all PII data. Additional requirements include establishing password standards with a 10-character minimum (one uppercase, one lowercase, at least one number, and one special character), utilizing TLS 1.2 or above for HTTPS connections, maintaining TX-RAMP and OWASP compliance, and providing proof of background checks for all personnel with access to PII. Contractors must submit quarterly vulnerability reports and security scanning results to TDA's IT department by the first business day of every quarter, report any system breaches within 24 hours with resolution required within 72 hours, and provide an annual Service Organization Controls Report (SOC 2 - Type 2) or Bridge Letter by September 1st to the Chief Information Officer and Information Security Officer. Cloud computing solutions must comply with the state risk and authorization management program under Texas Government Code Section 2054.0593.
