About this file
This is Addendum No. 3 to an Invitation for Bids (IFB) issued by Jefferson County Drainage District No. 6 in Texas for the Corley Diversion Project (IFB 26-009/KKJ). The addendum, issued June 25, 2026, provides clarifications to the original bid package and supersedes conflicting provisions in previously issued documents. The addendum addresses four key areas: (1) clarifying that shrub and tree removal are covered under separate bid items 78 and 79 with all miscellaneous demolition incidental to other bid items rather than as a separate Prep ROW bid item; (2) permitting the substitution of #57 crushed stone for the specified 6-inch flex base under box culverts and junction boxes due to groundwater conditions; (3) establishing that dewatering costs for box culvert installation shall be incidental to that installation rather than a separate bid item; and (4) clarifying that all areas disturbed outside paved areas within the right-of-way shall be sodded, with surface restoration quantities calculated accordingly. The addendum confirms that the revised bid due date is 2:00 PM CST on July 23, 2026, and requires all bidders to acknowledge receipt of this addendum by returning it signed with their sealed bids or in a separate sealed envelope if bids have already been submitted.
The addendum does not contain pricing information, set-asides, funding sources, or other financial terms, as these details are contained in the primary IFB documents. All addendums and related bid specifications are available on the Jefferson County Drainage District No. 6 website at https://dd6.org/departments/purchasing/notices-for-bid/. Bidders must ensure compliance with all provisions of the complete IFB package, including this addendum, as the District considers all sealed bids to have been submitted with full recognition and consideration of the entire package including all addenda.

TO BIDDER: This Addendum is an integral part of the IFB package under consideration by you as a Bidder in connection with the subject matter herein identified. Drainage District No. 6 deems all sealed bids to have been proffered in recognition and consideration of the entire IFB package – including all addenda. For purposes of clarification, receipt of this present Addendum by a Bidder should be evidenced by returning it (signed) as part of the Bidder’s sealed bid. If the Bid has already been received by the Jefferson County Drainage District No 6 Purchasing Department, Bidder should return this addendum in a separate sealed envelope, clearly marked with the IFB Name, IFB Number, and Opening Date and Time, as stated above.
Reason for Issuance of this addendum: Clarification.
1. Question: Should there be a Prep ROW Bid Item? There is a lot of clearing, tree limb trimming, misc.
demolition, and other work not shown on the plans that would typically be covered under Prep ROW:
Answer: Bid item 78 provides for Shrub Removal and item 79 provides for Tree Removal, and all other misc.
demolition shall be incidental to the other bid items.
2. Question: The cross sections show using 6" of flex base under the box culverts. With groundwater conditions being what they are, the flex base will become "mushy", due to the fines in the material.
The flex base really needs to be changed to #57 graded limestone, which has very little fines.
Answer: #57 Crushed Stone may be used as bedding under the proposed box culverts and junction boxes.
3. Question: Can a bid item be added for dewatering of the box culvert installation?
Answer: Dewatering shall be incidental to the box culvert installation.
4. Question: Can you clarify scope required for the Surface Restoration Bid Items? For instance, on Segment how did you calculate 113,000 SY of surface restoration? Are all areas disturbed to be sodded?
Answer: All areas disturbed outside of the paved area within the right-of-way shall be sodded.
