About this file

This is Amendment No. 1 to a procurement bid issued by the Texas Department of Criminal Justice (TDCJ) for HVAC unit installation at the Dalby Unit correctional facility. The amendment provides clarifications and answers to 24 bidder questions regarding the scope of work, which involves the procurement and installation of commercial-grade heating, ventilation, and air conditioning equipment. The original bid opening date is July 2, 2026, at 3:00 PM, with all bidders required to acknowledge receipt of this amendment to ensure bid consideration. Key clarifications address technical specifications including gas burner construction (aluminized steel), control systems (return air temperature sensor control), disconnect requirements (new local disconnects on units), and equipment replacement protocols. The amendment confirms that RTU #33 is the unit to be replaced, standard roof curbs and adapters are acceptable, and vibration isolation specifications previously referenced are no longer required.

The amendment establishes operational parameters for project execution, including typical working hours from 8:00 AM to 5:00 PM with potential for extended hours subject to facility warden approval. Contractors must submit employee background check information after award and before site mobilization. Equipment delivery and pre-installation storage are permitted provided items comply with manufacturer recommendations and secure storage requirements. The amendment specifies that temporary HVAC services are required for any shutdown lasting four hours or more, with details regarding crane access, staging areas, and utility availability to be finalized after award pending warden approval. No asbestos-containing or hazardous materials are known to exist at the facility, which was constructed in 1998. The contract does not specify a fixed completion duration; however, delivery time may be considered a factor in award decisions.

Question

Answer

1 Please send site walk sign in sheet Please see below.

2 If we are able to provide units with the same footprint as existing units, can the curbs be reused?

Vendor is responsible for the final integrity of the installation. If reusing the existing curbs meets the manufacturer's and TDCJ requirements, they should be reused.

3 Are there existing disconnects to be reused, or should the new units all have integral disconnects?

New units should have new local disconnect that are accessible without opening panels on the new units.

4 Are the gas burners aluminized steel or stainless steel construction?

The design basis model has aluminized steel gas burners.

5 Are units controlled off of return air temperature, or should space air temperature sensors be provided?

Return air temperature sensor control is standard.

6 Specs call for vibration isolation for curbs and call for RTU-A-R.02 and 03 to be 42" tall. I assume this is not needed since those tags are not listed on the plans. Can we provide standard roof curbs/adapters?

Roof curbs / adapters shall be standard. Any reference to RTU-A- R.02 and 03 is in error and there is no need to comply.

7 What is the crane access? Will we be able to set up the crane outside the perimeter of the prison walls?

Please refer to question 17.

8 Is there a preferred sequencing plan for the unit replacement?

There is currently no sequence plan.

These details can be discussed with the unit and the EOR after award if needed.

9 How many units can be replaced at one time?

These details can be discussed with the unit and the EOR after award if needed. Typically, one unit is replaced at a time.

10 Can temporary air portable units be utilized on this project?

Temporary air portable units can be used provided they meet the temporary air requirements.

11 Can you send us pictures of the panels and breakers and their location within the facility?

The pre-bid site visit provided an opportunity to investigate the electrical panels – see attached photos of a few panels.

(936) 437-3885 www.tdcj.texas.gov

12 Are convenience outlets required? Yes 13 Do all new units need to be single point power?

Yes

14 During the site visit, TDCJ staff stated that RTU #33 is the unit to be replaced rather than RTU #36. Please confirm which RTU should be included in the bid

Drawings M-2 and M-3 refer to RTU #33. RTU #33 is to be replaced.

15 What are the permitted working hours for contractors, and is after-hours work allowed if needed to maintain the project schedule

The typical PO terms are based on one crew working from 8am to 5pm.

Sometimes more than one crew can be escorted. The unit warden will do their best to work with vendors to complete the work efficiently. The process is subject to change and can be discussed in more detail after award.

16 Does the contractor need to submit employee information before starting work? If yes, how many days in advance should it be submitted? Lead time for submittals verified?

Employee background check information shall be submitted after award and before site mobilization.

17 Can crane setup occur inside the secure perimeter or only outside? What are the width and height dimensions of the site access gate(s) that will be used for crane and equipment delivery access?

One purpose of the pre-bid site visit was to investigate potential crane setup areas. Actual crane setup will depend on several factors, some of which may change before award.

Crane setup outside the security fencing is sometimes the best option.

18 Will TDCJ designate a staging area for crane setup, equipment storage, and material laydown.

These details are subject to warden's approval and are finalized after award.

Drawing M-1 shows laydown area north of the parking lot.

19 Will temporary power, water, and other utilities be available for contractor use during construction and startup activities.

Temporary power, water, and other utilities may be available for contractor use but are subject to change. Contractor is responsible for supplying their own utilities.

20 Can equipment be delivered and stored on site prior to installation, or must all equipment be delivered and installed on the day of replacement?

Equipment can be delivered and stored on site prior to installation provided it is stored per the manufacturer's recommendations and in a secure laydown or storage area.

(936) 437-3885 www.tdcj.texas.gov

21 Can units be replaced one at a time or may multiple units be taken offline simultaneously?

These details can be discussed with the unit and the EOR after award if needed. Typically, one unit is replaced at a time but if adequate temporary HVAC is in place, it's possible to take more than one unit offline.

22 Is temporary cooling required during replacement activities?

See Specification Section 01 10 00 01 10 00 General Requirements Part 3.2 F_2_b_1. For any shutdown of 4 hours or more temporary services equal to what was in place are required. If ventilation is being shut down, temporary is required. If air conditioning is being shut down, temporary is required.

23 What is the required project completion duration?

For purchase order projects, there is not a fixed completion duration. The vendor should advise unit of their completion schedule. The delivery time may be a factor in award.

24 Are asbestos-containing materials or hazardous materials known to exist in the work areas?

No asbestos-containing materials or hazardous materials are known to exist in the work areas. The unit was built about 1998.
