About this file

This is Addendum No. 2 to Request for Proposal 26-103 issued by Alvin College, a public community college in Brazoria County, Texas, clarifying key specifications regarding NCLEX-RN and NCLEX-PN licensure preparation services. The college seeks to procure a testing and NCLEX preparation solution with flexibility to expand to a comprehensive solution that includes instructional course content and curriculum-level modules, contingent upon favorable pricing and course fee adjustments. The ADN RN program operates under an integrated curriculum structure, while the LVN program follows a traditional blocked curriculum organized by specific courses including Medical Surgical Nursing, Pediatrics, Obstetrics, and Mental Health. Neither nursing program employs a concepts-based curriculum structure, and neither adheres to the Texas standard concepts-based nursing curriculum model. The phased implementation timeline commences January 2027 for the ADN program and June 2027 for the LVN program, with an initial contract term of two years (approximately August 1, 2026 through July 31, 2028) and options to extend for up to three additional one-year terms for a maximum five-year duration. Proposals were due June 2, 2026, at 10:00 AM CDT, with written inquiries required by May 13, 2026.

Evaluation of proposals utilizes best value criteria weighted as follows: proposed solution (30%), pricing (25%), vendor qualifications and experience (20%), training and support (15%), computer programs and data requirements (5%), and value-added services (5%). Vendors must submit proposals as bundle packages with itemized breakdowns allowing for separate purchase of individual components, with pricing escalations limited to 3% annually subject to college approval. The college is exempt from federal excise taxes and state and local sales taxes, and payment terms are net 30 days via valid purchase order. No incumbent vendor or specific existing technology platforms are identified in available documentation. Mandatory submission requirements include five references from similar clients served within the previous five years, signed vendor certifications addressing Texas Government Code requirements, W-9 tax forms, and conflict of interest disclosures for contracts valued at $50,000 or more. Vendors must demonstrate adequate insurance coverage including Commercial General Liability insurance ($2 million aggregate), Business Automobile Liability coverage ($5 million combined single limit), Umbrella/Excess Liability insurance ($5 million), Workers' Compensation with statutory limits, and Employee Dishonesty insurance ($500,000). While no explicit budget range is provided, the scope of services and insurance requirements suggest this represents a significant procurement opportunity.

REQUEST FOR PROPOSAL

AC 26-103/RE-Ad

Addendum No. 2

Alvin College provides the following responses to questions posed:

1. Can you please clarify whether the College is seeking a testing and NCLEX preparation solution only, or a comprehensive solution that also includes instructional course content and curriculum-level modules?

a. We are considering both options. If pricing is favorable, we are open to a comprehensive solution; however, depending on course fee requirements and the ability to adjust fees, we may select only the NCLEX preparation solution.

2. Additionally, can you clarify whether either nursing program is delivered using a concepts-based nursing curriculum or is structured around traditional, medical-model– based nursing courses?

a. The ADN RN program uses an integrated curriculum structure while the LVN program curriculum is structured around a traditional blocked curriculum with specific courses in Medical Surgical Nursing, Pedi, OB, Mental Health, etc.

3. If a concepts-based approach is used, please indicate whether the programs follow the

Texas standard concepts-based nursing curriculum.

a. Neither program uses a concepts-based curriculum structure.
