About this file

This document is an Amendment (A-001) issued by the Texas Department of Criminal Justice (TDCJ) for Solicitation No. 696-FD-25-P047, requesting proposals to install a new fire alarm system in inmate housing at the Vance Unit in Richmond, Texas. The solicitation seeks comprehensive fire alarm system installation with specifications prepared by Parkhill, Smith & Cooper, Inc./TDCJ, with a mandatory pre-proposal conference and site visit scheduled for April 17, 2025, at 10:00 a.m. Proposals are due on June 2, 2025, at 3:00 p.m., with a public opening via Microsoft Teams. The project will require performance and payment bonds for 100% of the contract amount, and TDCJ intends to issue the Notice to Proceed at the pre-construction meeting.

The solicitation emphasizes significant Historically Underutilized Business (HUB) participation, requiring respondents to submit a HUB Subcontracting Plan as detailed in Exhibit 1, with failure to do so resulting in proposal rejection. Respondents must be bondable and insurable at specified levels, with strict security protocols in place for the site visit and project execution. These protocols include prohibitions on bringing weapons, tobacco, alcohol, cell phones, and other restricted items, with visitors subject to searches and electronic scanning. The project has extensive documentation requirements, including qualifications, licensing, and adherence to minimum wage rates prescribed in the Special Conditions, reflecting TDCJ's comprehensive approach to contractor selection and project management.
