About this file

This is a Notice to Respondents issued by the Texas Department of Criminal Justice (TDCJ) requesting proposals for two separate construction projects: installing a fire alarm system in inmate housing at the Vance Unit in Richmond, Texas, and installing a new owner-furnished backup transformer at the Beto Unit in Tennessee Colony, Texas. The pre-proposal conference and site visit are scheduled for April 17, 2025, at 10:00 a.m. at the Vance Unit, with advance registration required. Proposals are due on June 2, 2025, at 3:00 p.m. and will be subject to public opening via Microsoft Teams, with registration required to receive the opening link.

The solicitation requires respondents to submit a HUB (Historically Underutilized Businesses) Subcontracting Plan, with failure to do so resulting in proposal rejection. Respondents must be bondable and insurable, with Performance and Payment Bonds required at 100% of the contract amount upon award. The TDCJ mandates a good faith effort to include HUB businesses in the contract and requires compliance with minimum wage rates specified in the Special Conditions. The contract will commence upon issuance of the Notice to Proceed at the Pre-Construction Meeting, with strict security protocols in place for the site visit, including prohibited items and mandatory searches.
