About this file

This is a HUB (Historically Underutilized Business) Subcontracting Plan (HSP) for the Texas Department of Criminal Justice (TDCJ) for requisition number 696-FD-25-P047, involving a contract opportunity with a 21.1% HUB goal for the Building Construction Contracts Category. The document outlines requirements for prime contractors to demonstrate good faith efforts in subcontracting with Texas-certified HUB vendors, with specific instructions on how to complete the subcontracting plan and notify potential HUB subcontractors about business opportunities.

The HSP provides detailed guidelines for prime contractors to either subcontract with Texas-certified HUB vendors or justify their selection process if not meeting the specified HUB goals. The document includes multiple sections requiring contractors to list subcontracting opportunities, identify potential HUB vendors, provide notification to trade organizations and development centers, and submit monthly compliance reports. The plan is designed to promote equal business opportunities for economically disadvantaged businesses, with statewide HUB goals ranging from 11.2% for heavy construction to 21.1% for building construction contracts, aligning with the State of Texas Disparity Study recommendations.
