About this file

This is an addendum issued by the Texas Commission on Environmental Quality (TCEQ) for Solicitation Number 582-26-00001 for Dry Cleaner Remediation Program Site Activities. The addendum provides updates to key personnel qualifications, specifically revising requirements for Scientist/Technical Specialist and Field Technician positions. The response due date is March 14, 2025, at 3:00 p.m. Central Time, with a deadline for courtesy review of HUB Subcontracting Plans set for March 3, 2025, at 12:00 p.m. The document includes pre-proposal conference attachments, including PowerPoint presentations and an attendance list, which vendors are instructed not to include in their responses.

The addendum clarifies several technical requirements and responds to vendor questions regarding page limitations, formatting requirements, and case history evaluation criteria. Notable clarifications include that covers and tabs do not count toward page limitations, organization charts must be submitted in 8.5 x 11 format, and case histories must demonstrate experience with dry cleaner facilities or chlorinated-solvent sites. The document emphasizes that remediation engineering activities are those requiring engineering oversight, and references provided for case histories must be knowledgeable about the responder's work at the subject site. Vendors are required to include a signed and dated copy of page one of the addendum with their response.

C. Vendor Questions with TCEQ Response:

1. Question: Do covers and tabs count toward page limitations?

TCEQ Response: No, unless there is information responding to the solicitation on the covers or tabs.

2. Question: Can organization charts be submitted in an 11 x 17 format?

TCEQ Response: No. As set out in the Responder General Instructions under 1.1.9 f., all pages of the Response shall be submitted to allow for printing on standard 8.5-inch X 11-inch paper. Any maps may be submitted to allow for printing on 11-inch X 17-inch paper. Standard font size for the Response shall be 10 to 12 point. Charts and maps may use smaller font size, but not less than 8 point. Language shall be American English.

3. Question: Sections 1.1 Describe Responder’s Business Entity and 1.2 Describe Responder’s Management Approach (pages 20 and 21 of 187) both state the page limit is 4 pages. Can you please confirm that each section has a 4-page limit (i.e., a combined page limit of 8 pages).

TCEQ Response: Yes, each of the referenced sections has a four-page limit for a combined page limit of eight pages.

4. Question: Section 2. Responder’s Experience (page 22 of 187) states that “Case Histories that only discuss remediation engineering activities will NOT be evaluated.” What constitutes remediation engineering activities? And does this mean that the case history will not be evaluated if the responder was only responsible for remediation activities (e.g., injections) and not prior site assessment activities for a site?

TCEQ Response: Remediation engineering activities are those activities where engineering oversight is required. Not all injection activities are considered remediation engineering activities. The Case History must demonstrate the Responder’s experience at the site.

Solicitation Number: 582-26-00001 for

5. Question: For Case History No. 4: Case that utilized an innovative approach to assessment or non-engineered remediation activities under Section 2. Responder’s Experience (page 22 of 187) – will a case history score lower if it describes innovative assessment techniques at a non-chlorinated solvent site?

TCEQ Response: Yes. The Case History must demonstrate the Responder’s experience at dry cleaner facilities or other chlorinated-solvent sites.

6. Question: Section 2. Responder’s Experience (page 23 of 187) requests primary and secondary references for each case history. In most cases, the primary reference will have the most relevant information for the case history. A secondary reference may be unfamiliar with the site (for example a team leader on the AIRS contract) who has limited information about the site. Would TCEQ consider changing this to a single reference?

TCEQ Response: The TCEQ recommends providing a primary and secondary reference. If the primary reference cannot be contacted for any reason, the TCEQ will attempt to contact the secondary reference. If TCEQ cannot contact a reference or they are unwilling to participate in the evaluation interview or have their evaluation released, the Case History may not be evaluated, and the Responder may receive no points for that Case History. Any reference provided should be knowledgeable about the Responder’s Work associated with the subject site.

7. Question: In Section 2, Case Histories - the fourth bullet on page 23 of 187 indicates to provide a "description of regulatory requirements and technical approach and technologies employed" - please provide clarification on the information requested here, since the 8th bullet also asks for a description of the technical approach.

TCEQ Response: The technical approach and technologies employed listed under the fourth bullet is more general and relates to regulatory requirements because the Case History may not be for a TRRP site. The eighth bullet is more specific to the assessment and remediation activities.

Solicitation Number: 582-26-00001 for

8. Question: The Scientist/Technical Specialist minimum qualifications include two years of experience as an Assistant Scientist/Technical Specialist. Please clarify the minimum requirements, since Assistant Scientist/Technical Specialist is not included in the RFP.

TCEQ Response: The Assistant Scientist/Technical Specialist labor category was intentionally removed. Refer to revisions to Appendix 9 – Descriptions of Key Personnel in the Changes and/or Additions to the Solicitation section of this addendum.

9. Question: The minimum qualifications for a Field Technician include 2 years' experience performing environmental site investigations or 1 year of experience as an Assistant Scientist/Technical Specialist working under the supervision of Key Personnel. Please clarify the minimum requirements for a Field Technician, given that the Assistant Scientist/Technical Specialist labor category is not included in the

RFP.

TCEQ Response: The Assistant Scientist/Technical Specialist labor category was intentionally removed. Refer to revisions to Appendix 9 – Descriptions of Key Personnel in the Changes and/or Additions to the Solicitation section of this addendum.

D. Solicitation Reminders:
