About this file
This is Addendum #1 to RFP No. 452-25-BLC009 issued by the Texas Department of Licensing and Regulation (TDLR) for Motor Fuels Laboratory Testing and Analysis, with proposals due January 24, 2025, at 2:00 PM CZT. The addendum addresses technical questions regarding alternative test methods for fuel testing, specifically the acceptability of ASTM D4052 in place of ASTM D1298, and ASTM D4737 in place of ASTM D612/D6890.
The agency's Fuel Metering and Quality (FMQ) division approved ASTM D4052 as an alternative test method for determining fuel density and indicated potential adoption as the preferred method in future specifications. However, ASTM D4737 was not approved as an alternative test method due to incompatibility with most samples and reduced accuracy compared to current test methods ASTM D613 and ASTM D6890. The addendum requires acknowledgment through a signed copy included with the proposal submission.

| TITLE: | Motor Fuels Laboratory Testing and Analysis |
PROPOSAL DEADLINE: 01/24/2025 at 2:00 PM CZT
ADDENDUM ITEM #1:
Tajah Liddy, CTCM/CTCD Contract Administrator
Texas Department of Licensing and Regulation Contracting and Procurement Services P.O. Box 12157, Austin, TX 78711 Email: bids@tdlr.texas.gov
1. QUESTION: Page 9, Section 2.0, Paragraph 2.1.1. Will alternative test methods be permissible? More specifically, ASTM D4052 in place of ASTM D1298, and ASTM D4737 in place of ASTM D612/D6890?
ANSWER:
· FMQ proposes that we allow ASTM D4052 as an alternative test method for determining fuel density in the current RFP. Additionally, we recommend evaluating the potential of adopting D4052 as our preferred test method for fuel density assessments in future specifications.
· FMQ recommends denying the use of ASTM D4737 as an alternative test method. It is incompatible with most of our samples and offers significantly less accuracy compared to the current test methods (ASTM D613 and ASTM D6890) in use.
