About this file
This document is an Addendum to Solicitation 582-25-00009 for the Annual Occupational Medical Monitoring Program issued by the Texas Commission on Environmental Quality (TCEQ). The solicitation seeks proposals for centrally located medical facilities to perform annual medical examinations at multiple regional locations to ensure TCEQ meets its legal requirements. The addendum provides question and answer responses related to the scope of work, including the acceptability of onsite and mobile medical services, use of titers instead of immunizations, and the definition of "centrally located." TCEQ is open to awarding multiple contracts if a single responder cannot provide services in all regional locations. The proposals are due on September 4, 2024 by 3:00 pm Central Time.
The document indicates there are current contracts in place for this program. TCEQ does not have an anticipated volume per location, as it will depend on the awarded contract(s) and their locations. TCEQ is looking for brick-and-mortar facilities in each regional area or that can cover multiple regional areas close to the facility, rather than extensive staff travel outside their regions. Immunizations are optional for staff, and titers are not required to determine immunity.

ADDENDUM NUMBER 2
SOLICITATION: 582-25-00009
FOR
Annual Occupational Medical Monitoring Program
**** Important Notice to Vendors **** DO NOT include the Questions and Answers below with your response proposal.
FOR YOUR INFORMATION ONLY.
1) Question: Would you be willing to consider a proposal for onsite medical monitoring , with the vendor making arrangements with a local clinic for any make-ups? The clinic would then be the subcontractor.
Answer: Onsite medical monitoring would be considered with the vendor making arrangements with a local clinic in the regions for any make-ups for new employees. Making the local clinic be a subcontractor to the vendor.
2) Question: I wanted to inquire if the Texas Commission on Environmental Quality (TCEQ) is open to utilizing mobile medical services for the Annual Occupational Medical Monitoring Program. If so, would these mobile services be acceptable for all regional locations under the contract? While we have a clinic based in Austin, we also offer the capability to provide mobile medical services to other locations.
Answer: We would be willing to utilize mobile services in all regions, but we are not wanting staff travel extensively outside their regions during times the mobile services are not in their region. Therefore, locations within or adjacent to the region are preferred.
3) Question: 1. On Pg 14 of the RFP, under Scope of Work, Section III TASKS, it lists the chest X-ray. Historically, an ILO was completed with the Chest X-ray. Will that still be needed going forward? This may change the fee for the service that will be submitted.
2. Is there a fillable PDF document available to assist with the submission of the proposal? If so, where can I find this information?
Answer: An ILO is not needed.
Answer: No, a fillable PDF is not available.
4) Question: I am reaching out to inquire if the Texas Commission on Environmental Quality (TCEQ) has an anticipated volume per location for the upcoming project/service. Additionally, could you please confirm if there is a current incumbent for this contract?
Answer: We don’t have an anticipated volume per location as it depends on the awarded contract(s) and their locations.
Answer: Yes, there are current contracts.
5) Question: Can you please define what is meant by “Centrally Located”. Does TCEQ want a brick-and-mortar building they can send employees to at each central location?
Medical Monitoring Program Addendum 2 Page 3 of 4
Answer: TCEQ is looking for brick-and-mortar facilities in each regional area or that can cover multiple regional areas close to the facility.
6) Question: Can we suggest that titers be drawn with the initial blood draw to decrease the immunization of persons who may not need it? a titer will determine immunity.
Answer: Since immunizations are optional for staff titers are not required.
7) Question: Define what is meant by “Centrally Located”. Does TCEQ want a brick-and-mortar building they can send TCEQ employees to at each central location?
Answer: TCEQ is looking for brick-and-mortar facilities in each regional area or that can cover multiple regional areas close to the facility.
8) Question: There are 4 central locations per the map on page 59. Would one clinic in each of those areas be sufficient?
Answer: There are 16 regional offices and TCEQ is looking for brick-and-mortar facilities in each regional area or that can cover multiple regional areas close to the facility.
9) Question: Will TCEQ consider awarding more than one contract if a responder does not have a brick and mortar building in each location?
Answer: Yes, multiple contracts may be awarded.
10) Question: Will TCEQ consider a mobile operation that will come directly to each location?
Answer: We would be willing to utilize mobile services in all regions, but we are not wanting staff to travel extensively outside their regions during times the mobile services are not in their region. Therefore, brick-and-mortar locations within or adjacent to the region are preferred.
11) Question: Not all TCEQ work areas have the same exposures. Can we have a breakdown of the environmental exposures to tailor a program to the different categories of workers?
Answer: Due to consistent changes in what staff are exposed to, we don’t have a breakdown. They are exposed to different things at any potential emergency event.
12) Can we suggest that titers be drawn with the initial blood draw to decrease the immunizations of persons who may need it?
a. A titer will determine if immunity if present. If it is there is no need to immunize.
b. For example a Hepatitis B titer might cost $50 and this will tell us if the person has immunity. Yet a Hep B series of 3 shots will cover $100 per immunization.
Answer: Since immunizations are optional for staff titers are not required.

13) Page 75 indicates that the Statement of Qualifications goes behind Tab 2. Yet Page 76 indicates that the Statement of Qualifications goes behind Tab 3, although the header says Responders Key Personnel Qualifications and Experience. Is this a typographical error?
Answer: The Statement of Qualifications goes behind Tab 2. Page 76 has been revised as follows:
“Responder’s Key Personnel Qualifications and Experience Responder must submit its Key Personnel Qualifications and Experience behind Tab 3. Use the outline and format prescribed in Preparation of Responses instructions in Section 1 and the Evaluation Criteria in Section 2.”
