Questions Responses

Please consider relaxing the criteria defining similar project experience requiring all characteristics to be met for each project submitted and alternatively allow each evaluated factor to be met collectively by the experience submitted.

"Similar" simply means close to the same scope of work. Projects that are presented that are similar to this project will be given a higher rating. If you don't have similar projects, present the projects you feel are the closest match and explain the similarities in building attributes..i.e. mechanical, security, historic..

Please consider evaluating the past experience of both members of the design-build team rather than just the experience of the design-build contractor.

The Government considers all of the project members to be part of a team and therefore expects the Experience factor to be answered as such.

Past Projects: It appears that the RFQ is only asking for projects from the design/build prime contractor (construction contractor). Typically, we can use projects and experience from both the construction and primary design firm that lead the design/build team. Can we also include projects from the lead design firm to make up the 2-5 relevant projects submitted?

Please feel free to submit any projects performed by all team members.

Are teaming agreements allowed on this project? If so, can we submit a signed teaming agreement that potentially includes major design/build subcontractors (ex:

Electrical) and then use experience from those subcontractors for some of the 2-5 relevant projects requested?

Not necessary, please see #3 above.

Schedule: There appears to be conflicting information regarding the schedule of the project. Please clarify the following:

a. A duration of 12 months is referenced in a few locations. Is this the duration of the construction period, the design period or both?

b. Depending on the answer to the previous question it appears that this project (80,000 SF building constructed in 12 months) is required to be on a very accelerated schedule that would likely include shifts and extensive overtime to meet. In fact it may not even be possible to achieve that schedule. Please confirm the exact duration for the overall project inclusive of Design and Construction.

a. Project duration has not been determined at this time and does not need to be address in the response to this RFQ. The building completion will be tied in to the occupancy of the Center Building and specific dates will be available with the Request for Proposals in part 2 of this solicitation. b. The project will most likely required a fast-track schedule to meet the Center Building occupancy.

This project is required to tie in new construction to the existing Center Building that is currently under renovation. Please confirm the schedule for that project as far as when it will be complete and the construction for this Building 54 project will have clear access to the site.

The Center Building schedule will be postedwith the RFP , Part 2 portion of this solicitation.

Has a contractor performed similar work to this for the government in the past?

If available, please provide the incumbent contract number.

This is considered new construction by the Government, which has been done before.

If you are unable to provide a contract number, is it safe to assume this is a new requirement for the government?

This is a new requirement with regard to this specific project.

The Project Description refers to the structural monitoring of the historic buildings. Are you able to provide information for how many buildings, specific locations and type of monitoring required? Also the duration of the monitoring period?

All monitoring instructions will be given with the RFP package. The main historic monitoring will consist of the Center and Creamery Buildings, but may extend to other surrounding buildings as well.

We do not have specific project experience where we can say that the project met all requirements. We have performed all of these requirements on past jobs, just not all on the same project. Due to the fact that most of the design build projects completed have been for Federal clients, the majority have not been on historical sites.

Submit projects that are as similar as possible and explain the attributes that are similar to this project.
