West Addition Project Description
Introduction
The West Addition is a Federal Office Building located on the St. Elizabeths West Campus and is intended to house components of the Department of Homeland Security in a new LEED Gold facility.
Sited on an approximately 75,000 GSF site within the National Historic Landmarked (NHL) campus and abutting the Center Building, the constructed building area of the project will include approximately
100,000 sq. ft. above and below grade. The roughly 74,000 sq. ft. above grade portion of office building also includes a three-story glass connection to the Center Building, an existing historic structure within the NHL, currently under renovation. The building will accommodate approximately 400 seats. This project will also construct multiple below grade tunnels, including an underground tunnel connection to an existing below-grade office building, a utility connection with passageway to a nearby utility tunnel, and provide for an additional connection to a set of adjacent existing historic buildings to be completed in the future.
The St. Elizabeths Campus, including its existing buildings and landscape, is a registered NHL.
Consequently, care will be needed to ensure all design and construction activities will adhere to the
Secretary of Interior Standards for Historic Preservation and Rehabilitation where this project affects existing landscape features or touches the surrounding historic buildings. In addition, the project shall conform to General Services Administration (GSA) Public Building Service (PBS) P100 requirements, documents included by reference in the PBS P100, and additional DHS Security Requirements.
The preliminary design of the exterior of the new office building has been consulted and approved by the
U.S. Commission on Fine Arts and the National Capital Planning Commission. The building is envisioned as a bold, contemporary design statement that relates to its surrounding context and maintains its own distinct identity. Building volumes are to be clad with glass curtainwall with terra cotta panel sun screening. The entry to the building will be marked by distinct use of glass panels to define a welcoming entrance for up to 2,500 employees using this building to enter this and connected buildings described above. Project responsibilities will include completion of the tenant Program of Requirements, design of tenant interior fit-out, completion of the design and installation of landscape surrounding the building, and implementing security measures as directed by DHS and FPS, and consultation of complete project's final design with the multiple consultation parties and federal regulators to gain final approval to construct the project.

Building and Site Overview
Site
The West Addition sits at the transition between the historic character of the existing buildings on the upper plateau of the site and the newly constructed Munro Building on the lower plateau of the site.
Located immediately south of the western end of the Center Building (Buildings 5 and 3) in accordance with the Master Plan, the site allows for the West Addition to connect directly below grade to adjacent buildings and above grade to the Center Building. The site is defined by Cedar Drive to the west, Birch
Street to the south and the edge of the access roadway serving the Center Building Loading Dock off
Birch Drive to the east. The site has a significant slope from northeast to southwest.
Building Massing
The new building will utilize the sloping site to create 3 floors above grade (Levels G2, 1 and 2) and additional floor that is partially below grade (Level G3).
The massing of the West Addition respects the pattern established by the Center Building by creating masses that step downwards towards the Anacostia River. The building has two primary masses, a 3-story rectangular volume parallel to the Creamery and a 2-story rectangular volume adjacent to the Munro
Building. The two masses are unified and organized by a circulation spine that ties to the Center Building.
The building will be the “front door” for the existing below grade office building, the primary entrance for the West Addition occupants, the Creamery and will connect to the Center Building with a single consolidated circulation system.
Architectural Language
The architecture of the West Addition is envisioned as a bold, contemporary design statement that relates to its surrounding context and maintains its own distinct identity as a building of its time. Both major building volumes are clad with a repeating language of terra cotta panels with a strong vertical expression and a large-scale order to relate to the vertical character and rhythm of the Center Building fenestration.
As a baked masonry element, the terra cotta panels will be similar in color and texture to the brick masonry used on the Upper Campus and the large expanses of terra cotta used on the south end of the campus. The volumes will be set on a rusticated brick base.
The entry to the building will be marked by distinct use of glass panels and a wide glazed break in the base to define a welcoming entrance for both visitors and employees.
Building Organization
The West Addition expands the circulation system established by the Center Building with the creation of a north / south circulation core between the vertical circulation node of Building 5 and the entrance of the
West Addition. A vertical core is established within the West Addition to provide connections to adjacent structures. The entry, set on Level G3, provides a consolidated screening point and allows the upper three floors to be dedicated tenant space. Mechanical systems will be primarily located within Level G3.

Integration with Existing Structures
The West Addition connects directly to the historical Center Building via a three-story tall glass connection to Building 5 at Levels G2, 1 and 2. This connection is clad in glass curtainwall to create punctuation and distinction between the two masonry volumes that span different centuries. The spacing, color, and character of both the curtainwall members and glazing have been coordinated during the consultation process to anticipate future connections between Adaptive Reuse buildings to ensure a consistent architectural language.
The glass connection will abut the Center Building and its impact to the historic fabric of the Center
Building will be limited to one set of paired windows on each floor that is minimally modified to create a circulation path. Additional below grade connections include the below grade office building, service tunnels and the Creamery Cluster are below grade at Levels LL1 and G3 as shown on the site plan.
Service Access
The West Addition will be served by the Loading Dock, currently under construction, which is set adjacent to the Center Building. The West Addition also serves as the key service pathway for materials travelling from the Loading Dock to the below grade office building and the Creamery via an internal service elevator.
Delivery Method
Design Build
The GSA intends to award this project as a Design Build contract. The Bridging Documents provided to
Offerors will provide an overview of the GSA’s design intent for the West Addition, establish performance requirements for materials and systems, demonstrate building can accommodate the stated program and depict the basis of CFA and NCPC preliminary concept approval.
The Bridging Documents are not a complete design. The selected Design Build team shall complete the programming and design to meet requirements of the GSA and its tenants as well as the final regulatory reviews by CFA, NCPC and other agencies.
