VI. Method of Award
VI.A. Evaluation of Offers
(1) The Government will award a contract resulting from this Solicitation to the responsible Offeror whose offer conforming to the Solicitation will be the best value to the Government, Total Evaluated Price and other factors considered. In addition to Total
Evaluated Price, the following non-price factors shall be used to evaluate offers:
(a) Experience on Comparable Projects – Experience will be evaluated as an indicator of the offeror’s capacity to perform the Contract contemplated by this
Solicitation. Experience will be evaluated on the basis of information submitted by the
Offeror indicating completion of projects of similar size, complexity, and scope. If the offeror materially misrepresents information relating to its experience, the Contracting
Officer may reject the proposal.
(b) Past Performance – Past performance will be evaluated as a predictor of the offeror’s compliance with contract requirements and overall quality of performance. Past performance will be evaluated on the basis of information received by the Contracting
Officer concerning the offeror’s performance on other contracts, including information not submitted by the offeror. If the Contracting Officer becomes aware of required past performance information omitted from the offeror’s proposal, the Contracting Office may draw a negative inference from the omission of such information.
(2) Non-Price Factors, when combined, are significantly more important than to Total
Evaluated Price.
VI.B. Determination of Responsibility
In order to be considered responsible, an Offeror must demonstrate that it meets the requirements of FAR 9.104-1. The Contracting Officer's determination of an Offeror's responsibility or non-responsibility may be based upon any information obtained by the
Contracting Officer, and is independent of the evaluation of offers set forth herein.
VI.C. Price Reasonableness
The proposed prices will be evaluated for reasonableness. Price reasonableness determines whether an Offeror’s price is too high. Analysis of price proposals will be performed using one or more of the techniques defined in FAR 15.404 in order to determine price reasonableness.
Normally, price reasonableness is established through adequate price competition, but may also be determined through price analysis techniques as described in FAR 15.404-
1. Notwithstanding anything to the contrary in this solicitation and for the avoidance of doubt, the Government will not perform a price realism analysis of the Offeror’s proposal.
VI.D. Unbalanced Prices
Offers must include balanced prices. Unbalanced pricing may increase performance risk and could result in payment of unreasonably high prices. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly over or understated as indicated by the application of price analysis techniques. All offers with separately priced line items or subline items shall be analyzed to determine if the prices are unbalanced. If price analysis techniques indicate that an offer is unbalanced, the contracting officer shall: (i) Consider the risks to the
Government associated with the unbalanced pricing in determining the competitive range and in making the source selection decision; and (ii) Consider whether award of the contract will result in paying unreasonably high prices for contract performance. An offer may be rejected if the contracting officer determines that the lack of balance poses an unacceptable risk to the Government.
VI.E. Total Evaluated Price
The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s). Total Evaluated Price shall be calculated using the prices indicated in the Price Proposal, using the following formula:
TEP includes the alternate provided there are sufficient funds to make an award. In the event funds are available, the preference of the alternates is Alternate 2 over Alternate 1. Therefore, depending upon the sufficiency of funds the TEP could include Alternate 2, Alternate 1, or neither.
VI.F. Non-Price Factors
Technical Proposals will be evaluated on the criteria described below.
(1) Past Performance
(2) Experience
(a) Experience will be evaluated as an indicator of the Offeror's capacity to perform the Contract contemplated by this Solicitation.
(b) Experience will be evaluated on the basis of information submitted by the Offeror indicating completion of projects of similar size, complexity, and scope. If the Offeror materially misrepresents information relating to its experience, the Contracting Officer may reject the proposal
Factor 1: Experience on Comparable Projects
Description:
This factor considers the extent of the Offeror’s experience as a firm in providing similar construction services. The Offeror may not present more than (3) additional similarly complex projects substantially completed within the last five (5) years. For each project presented, the Offeror shall submit a Supplemental Information Form located in the Solicitation Package.
(a) Past performance will be evaluated as a predictor of the Offeror's compliance with contract requirements and overall quality of performance.
(b) Past performance will be evaluated on the basis of information received by the Contracting Officer concerning the Offeror's performance on other contracts including information not submitted by the Offeror. If the the Contracting Officer becomes aware of required past performance information omitted from the Offeror's proposal, the Contracting Officer may draw a negative inference from the omission of such information.
A similarly complex project is a project that involved an exterior security counter measure in an occupied government or commercial facility with a total project construction cost of at least $200,000 and a scope of work that included demolition, electrical and lighting work. All work shall be completed in accordance to (with) all applicable, Federal, State & Local codes and regulations, OSHA safety requirements, NEC and NFPA requirements.
Standard for Evaluation:
The Standard is met when:
The Offeror has demonstrated successful experience as a General Construction (GC) Contractor responsible for the construction of at least two (2) similarly complex projects substantially completed within the past five (5) years.
This Factor will be evaluated based upon the written response to the RFP by the Offeror and the experience demonstrated by the presented projects. Projects will be averaged to determine a composite score.
The maximum total score for this factor is 30.

DESCRIPTION
Excellent 24-30 Proposal significantly exceeds the standard.
Very Good 16-23 Proposal exceeds, to varying degrees, the standard.
Good 10-15 Proposal meets, in all respects, the standard.
Fair 5-9 Proposal has few shortcomings, when measured against the standard.
Poor 1-4 Proposal has major shortcomings when measured against the standard.
Unrateable 0 Proposal has provided insufficient information to measure against the standard for evaluation, or no information was provided.
Factor 2: Past Performance for Similar Projects Description:
This factor considers the quality of the offeror’s past performance in successfully completing similar projects. References and Supplemental Informational Forms must be submitted for at least two (2), but no more than three (3) projects that meet the criteria stated below. Projects used to fulfill other technical factor requirements may also be used to fulfill this requirement.
Standard for Evaluation:
Past Performance is defined as follows: Past performance is relevant information regarding an offeror’s actions under previously awarded contracts. The criteria upon which relevant past performance will be rated includes the offeror’s compliance with the terms and conditions of the contract; overall quality of performance, record of conforming to contract requirements and to standards of good workmanship; the offeror’s adherence to contract schedules, including the administrative aspects of performance; the responsiveness and communication of managerial staff; overall contract performance; and a previous/current customer’s desire to contract with the firm again. The contracts submitted may have been Governmental (Federal, State, or Local) or private sector contracts.
Offerors are responsible for obtaining past performance information prior to submission of offers. The Past Performance Questionnaire and Survey appearing at the end of this section shall be completed and submitted by the references directly to the GSA Contracting Specialist, Kendrall Masten, via email (email address: kendrall.masten@gsa.gov). Questionnaires or surveys received directly from the offeror will not be considered. The email subject line shall be marked “Past Performance Questionnaire – RFP 47PF0018R0176. A “Past Performance
Questionnaire/Survey” is included in this section of the solicitation package and must be utilized for this purpose. An optional sample letter is also included to assist in requesting this information. The Past Performance Questionnaire/Survey must be received by the Contracting
Officer by the time set for receipt of proposals.
Past performance will be considered relevant if it meets/addresses the following criteria:
1). The offeror was the GC and the contract involved exterior security measures construction in an occupied government or commercial building with a project cost of at least $200,000.
2). The contract was completed within the last five years of the closing date of this solicitation.
3). If the contract is currently active, it is at least 90% complete.
The offeror cannot use the same reference/contact person or project more than once for this factor (Factor 2). Past performance will be evaluated by analysis of information provided.
A minimum of two (2) (but no more than three (3)) references and supplemental information forms must be provided. The Government is not required to review more than three references and forms, although it may choose to do so. Additionally, if more than three references and forms are provided, the Government reserves the right to choose which references and forms to include in its evaluation.
In addition to the above, the Contracting Officer may identify and analyze the past performance of the offeror on any other contract that the offeror currently has or had of which the Contracting Officer has knowledge or obtains knowledge, including but not limited to projects listed in the Past Performance Information Retrieval System (PPIRS). Because of the wide variety of past performance history of individual offerors, the Government is not required to ensure that an equal number of references be obtained for each offeror.
The relevant past performance references will be evaluated with an adjectival rating that corresponds to a numerical score, as indicated in the chart below. References will be averaged to determine a composite score.
ADJECTIVAL RATING NUMERICAL SCORE (per Item)
NUMERICAL SCORE (Total)

FAR 15.305(a)(2)(i v) sta tes, “In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror may not be evaluated favorably or unfavorably on past performance.” Therefore, failure of the offeror to provide a minimum of three relevant references that meet the criteria listed above, and/or the inability of the Government to complete a minimum of three reference checks, after making a reasonable effort to do so, will result in the offeror being rated as “neutral” on the past performance factor.
For this factor, the Government will not consider past performance information submitted by the offeror regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement.
VI.G. Evaluation of Joint Venture Offerors
In the evaluation of responsibility and non-price factors, information submitted for a party to the joint venture will only be evaluated to the extent that the terms of the joint venture agreement do not limit such party's performance or financial obligations as a party to the Contract contemplated by this Solicitation.
An authorized representative of each entity of the joint venture must sign the proposal. All offers submitted by joint ventures must include 1) a copy of the executed joint venture agreement (with original signatures), or 2) an executed memorandum of agreement by all parties to the venture, notarized with original signatures, which fully discloses the proposed relationship between the venture entities and the form of ownership of each.
In the case of corporations that are venture entities, the corporation secretary must certify that the corporation is authorized to participate in the joint venture, either by so certifying in the joint venture agreement, or by submitting a separates certification to the Government. The joint venture must also provide a certificate that identifies a single point of contact, i.e., a principal representative (by name) of the joint venture for purposes of resolution of contractual matters and payment issues.
Failure to comply with the requirements above may render the offeror ineligible for award.
The Government will only consider past performance information submitted for work performed by the joint venture (including joint ventures established through the 8(a) Business Development Mentor-Protégé Program). The Government will not consider past performance information work performed individually by each firm in the joint venture (including joint ventures established through the 8(a) Business Development Mentor-Protégé Program).
