About this file

This is an Emergency Purchase Statement issued by the State of Illinois Chief Procurement Office for General Services, involving the Central Management Services agency and vendor F.E. Moran, Inc. Fire Protection. The emergency declaration addresses the replacement of a failed fire pump at the Illinois State Police (ISP) Headquarters building located at 800 S. 7th Street, Springfield, Illinois. The fire pump, which is approximately 30 years old, failed and required emergency procurement to prevent further damage to state property. This emergency purchase (B-52806) represents a continuation of work initiated under a previous emergency declaration (B-51437) that could not be extended in time due to parts being on back order. The agency communicated with the vendor to begin work on June 3, 2026, and the purchase statement was signed by the Facilities Portfolio Manager on June 4, 2026.

The estimated expenditure for this emergency purchase is $100,000, with the amount classified as estimated rather than actual, requiring submission of an Emergency Final Cost form by the tenth day of the succeeding month if costs differ. The contract will be funded through State Appropriated Funds. The vendor was selected based on continuity of the original emergency project, as switching vendors mid-repair would void warranty coverage. No competitive bidding was conducted due to the ongoing nature of the project, and while six Business Enterprise Program/Veteran-Owned Small Business Program vendors are registered under the relevant NIGC code, only one local vendor exists and could not be utilized given the project's mid-completion status. No active state contract was identified as available to meet the emergency need.
