About this file

This is an Emergency FEMA Technical Assistance (TC) file related to the City of Pasadena's El Molino Avenue Demonstration Project in California. The project seeks qualified consultants to design and implement a demonstration project utilizing quick-build materials on El Molino Avenue between Atchison Street and Bonita Drive, spanning approximately 3.8 miles. The demonstration project aims to facilitate community engagement and evaluate temporary treatments for permanent Greenway features, including painted crosswalk enhancements with curb extensions, painted medians, traffic diverters, traffic circles, and hardened centerlines. El Molino Avenue was selected due to its designation as a key corridor in the City's Bicycle Transportation Action Plan with limited existing bike infrastructure, its connection to important destinations and activity centers, and its crossing of diverse neighborhoods. The corridor also crosses the I-210 freeway without on-and-off ramps, presents documented speeding and traffic volume issues, and has a notable crash history. The project will test quick-build treatments across varied contexts to establish a repeatable process and create a model for future citywide implementation on similar corridors.

The demonstration project is funded through a USDOT Safer Streets for All (SS4A) grant, with the effort producing a comprehensive report summarizing community feedback and safety analyses to support the City's delivery of the grant-funded project and generate broader safety research value. Documentation will provide guidance for meeting SS4A grant requirements and advancing the project toward permanent implementation. The scope of work includes community engagement activities, safety analyses, and the development of clear implementation guidance, with results to be made publicly available to support future similar projects across the city.
