Ecolane is excited for the opportunity to partner with you and be a part of ODOT's transit success.

Ecolane EVOLUTION is the premier Web-based Routing, Scheduling and Dispatch Software on the market today and the only software provider that provides automatic real time optimization on the day of service without manual intervention required. In addition, if the need arises, you do have the ability to manually intervene as well- the best of both worlds.

Ecolane understands that ODOT is seeking a turnkey (beginning-to-end) solution to implement and provide a fully functional, expandable, and reliable Scheduling & Dispatching Software solution for transit agencies in Ohio. Ecolane Evolution will expand the functionality of HTL’s current ITS scheduling application which includes fixed route and demand response operations within the overall ITS architecture.

Ecolane has made 300+ successful conversions from agency legacy software to Ecolane over the past 20 years and has increased operational efficiencies such as Rides per hour and On-Time Performance. These efficiency savings have provided many agencies with a full return on their investment within the first 1 – 2 years of using Evolution.

Ecolane is fully integrated with our sister company Passio to address and handle all Fixed Route requirements for participating Ohio transit agencies.

Some of the features that Ecolane EVOLUTION provides are:

Software must be capable of dispatcher rerouting of bus (e.g., detour, other unforeseen circumstances).

Yes

Dispatchers can manually change the route for the bus and the MDT AVL software will reroute the bus as well due to detours, traffic or any other route obstacles.

In all its scheduling and dispatching processes, Ecolane Evolution uses street-level routing, which automatically considers road types, speed limits, turn restrictions, one-way streets, and barriers (such as rivers). Defining these boundaries using vendor-specific mapping tools is not necessary.

Speed factoring considers the hour, day of the week, and the vehicle that the trip is assigned to, and the driver's skill level. The result is a more accurate manifest.

Software must allow grouping of passengers by location (e.g., dialysis center, nursing home).

Yes

Grouping trips together effectively is important for any agency, and Ecolane EVOLUTION’s advanced scheduling algorithm builds many of these trip groups automatically.

However, cases arise where an agency has a particular group of people with specific needs that go beyond the standard scheduling rules of a transportation agency. For these cases, Ecolane EVOLUTION provides powerful tools for users to create specialized group trips and define unique service rules to meet the group’s needs.

When users create trip groups manually, they can specify the pick-up and drop-off order of the trips in the group. If needed, they can define a group as private, which means that no additional trips can be scheduled to the vehicle while the group is in the vehicle. If necessary, a trip group can also have a group monitor: a person assigned to ride with the group.

All this allows agencies to create consistent scheduling templates for those clients who require special exceptions to the standard service rules.

Software shall be capable of integrating service data with mapping/GIS applications.

Yes

Ecolane Evolution’s mapping has full geocoding capabilities. Map updates are part of the maintenance agreement and are updated in regular intervals to meet agency requirements. Ecolane’s GIS and

Mapping includes the following features:

• Distance Computation

• Saving, printing and Reloading maps

• Spatial Searches

• Import and export map layers

• Define fare zones

• Defines barriers and recognizes them when routing a vehicle

• Edit base maps when needed and can display speed limits and one-way directions.

• Save and Reload Maps

• Search on address location

• Vehicle location

• Point of interest location

• Print maps when needed

• Zoom and Pan on the map when needed and complies with agency specifications

• View distance computation

• Displays feet and mile units of measurement for computing distance.

• Calculates the distance and time between drop offs and pickups.

The application must be capable of capturing client data (name, accommodation status, demographics, etc.).

Yes

In Ecolane EVOLUTION, information on clients (the passengers registered to use the agency’s services) is easy to enter and intuitive to manage. Reservation agents can edit and view a client’s profile, funding eligibility, and location details, as well as the client’s complete travel history, grouped into current, past, and future trips. Client self-registration is also available with the Self-Service mobile application.

When a rider is registering for the first time Ecolane EVOLUTION has fields that are fixed and custom to meet the requirements agencies, such as:

• Name (First, Middle (Optional), and Last)

• DOB with interactive calendar (will calculate riders age)

• Caregiver information

• Case Worker information

• The ability to attach documents associated with the rider in DOC, JPG, PDF, and WAV formats

• Gender

• Funding sources (Agencies can add multiple funding sources based on trip needs for individual riders.)

• Medicaid number

• Contact number/additional/backup phone numbers

• Email address

• Preferred Language

• Emergency Contact

• Autogenerated rider identification number, can also be entered manually

• Ability to enter multiple addresses and Points of Interest. Ecolane does recognize ½ addresses.

• Selection of a mobility aid from a predefined list of available options and determining if a lift vehicle is needed

• Disability status

• Need for a service animal

• Notes/Special instructions field

The application must be capable of capturing

Medicare, Medicaid, and other 3rd party payee information.

Yes

Agencies can add multiple funding sources based on trip needs for individual riders.

The application must be capable of identifying and capturing trip denials, refusals, and turndowns based on FTA definitions.

Yes

Ecolane captures trip denials, refusals and turn downs.

The system must be able to crosswalk and integrate with other solutions via APIs. Yes Ecolane complies with this requirement. Ecolane will need more information on the other systems to clarify our response.

The application shall provide a web interface capable of executing all dispatching/management functions.

Yes

Ecolane Evolution is a 100% web-based solution that can be accessed on any device with a web browser and log on credentials.

Business experience:

Ecolane Technical Proposal - Pg 18

The application must meet all cybersecurity standards and requirements as outlined by the US Department of Homeland Security.

Yes

Ecolane takes specific steps to ensure that all security measures are in place to protect the

Ecolane solution. All communications in and out of the data centers use Secure Socket Layer

(SSL) 2048-bit encryption and are Health Insurance Portability and Accountability Act

(HIPAA) compliant.

• A HIPAA compliance document is available upon request.

• Access to all areas of the Ecolane solution requires user authentication (username and password)

• Each user is granted specific rights and permissions, which can restrict the user’s access to specified user interfaces, features, and functionalities.

• Firewall rules can be defined to restrict access based on network addresses.

• Access to the Ecolane servers is firewalled and restricted with highly secure user authentication.

• The Ecolane data center is Statement on Standards for Attestation Engagements (SSAE) 18

Type 2 Service Organization Control (SOC) 2 compliant

The software must store all data in the

United States in compliance with state/federal requirements.

Yes

Ecolane uses Amazon Web Services (AWS) enterprise-class data centers across the US that provide mission-critical networking, hosting, and communication services. The data center network and services operation are monitored 24 hours a day, 365 days a year. AWS has datacenters across the country. Ecolane hosts our servers in the North Virginia Region which has approximately 100 data centers. We spread our servers out across four of the availability regions to add redundancy to our infrastructure and provide stability to our customers.

The data for the software must be retained and owned by the transit agency. Yes All data within the agency server is owned by the agency.

The application must provide a solution for the in-vehicle tablets to be capable of being locked to prevent distractions.

Yes

To ensure the safety of all on the bus, the driver cannot adjust the MDT screen unless the driver is stopped.

Software must be capable of providing real-time direction routing within the app.

Yes

Real-Time Optimization, overcomes the impact of changes on the day of service. These might include changes in traffic flows, variations in passenger behavior (such as loading and unloading time or late boarding), same-day cancellations and no-shows, vehicle breakdowns, or even drivers calling in sick. Real-time optimization also enables transit agencies to provide same-day trips with unparalleled ease and productivity.

Real-time optimization is performed on a trip-by-trip basis and as close as possible to the actual delivery time of each trip. This process is made possible by Ecolane EVOLUTION’s unique strategy of using ‘virtual routes’ during the earlier scheduling phases. When a trip’s delivery time approaches, real-time optimization moves it from a virtual route to a real one.

This ensures optimal scheduling for each trip and makes the best use of gaps left by cancellations and no-shows.

If real-time optimization is not able to find a scheduling solution for a trip, the optimization process is repeated until a route and vehicle are found. This happens in advance, before the trip is late, and the system continues to look for solutions even after the dispatcher has been alerted.

Once a trip is added the Driver's MDT will update within 10 seconds of the change.

Security requirements:

Driver experience:

Ecolane Technical Proposal - Pg 19

Software must be able to provide ADA integration for vehicle features (annunciator, driver/passenger communication, etc.)

Yes

This specification is supported by the optional Automated Voice Announcements (AVA) solution provided by our partner, Passio Technologies. Passio's ADA-compliant AVA system includes 5 English speaking voices and provides over 130 languages. Announcements are entered and edited in Passio AVA by simply typing the text directly in Passio Navigator by selecting the route+stop combination (text-to-speech). Announcements can be triggered at multiple preset locations including, upon entering geofence, upon existing geofence, upon door opening (interior/exterior speakers), or upon any specified area along the route. The

Passio AVA system also supports .mp3/.wav file uploads and direct voice recordings within

Passio Navigator. Operators can play preset special announcements from the Passio MDT

(required) and repeat a stop location for ADA compliance. The Passio AVA solution also allows drivers to override announcements. Each announcement can repeat in up to 3 different languages.

Software must offer options for dispatcher-driver communication.

Yes

Ecolane EVOLUTION supports messaging between dispatchers and drivers. Dispatchers can send messages to a single driver or to a group of drivers at one time. They can also view received messages directly on the alerts page of the user interface. Drivers receive messages directly on the MDT screen. Dispatchers and drivers can send both free-form messages and configurable pre-written messages from a list, such as 10-4, yes, no, Good Job, Call Dispatch when safe, etc.

Software must be capable of pre-trip inspections that are customizable by vehicle type/agency.

Yes

Inspect by Ecolane Pre-trip and post-trip inspections

• Agencies can handle their pre-trip and post-trip vehicle inspections with Ecolane Evolution and the MDT. Each agency can build their own set of vehicle inspection forms to use for the fleet.

• Drivers fill in inspection forms in the MDT before starting on a route and after finishing a route. A failed inspection at the start of a route generates an alert in the system, and depending on the agency, may also prevent driving the route in the MDT.

• Information on the completed inspections is available in the Ecolane Evolution and can also be exported to CSV format if needed.

Ecolane Technical Proposal - Pg 20

Software must offer the option of mobile app to be available if a transit system selects it.

Yes

Mobility by Ecolane App: give passengers the freedom to book/track/pay for their rides

Riders can view and manage trips in real-time using an ad-free mobile application or a web browser from a PC or smartphone. The Mobile app is available on iOS and Android and is a free download in the Google Play or Apple stores. The mobile app is available in English and

Spanish. Riders can book and cancel their trips for themselves and their companion riders, and they monitor their current estimated pickup time and the vehicle assigned to their trip with both modules.

• Streamline Scheduling Operations – gives passengers the freedom to make reservations, even outside of regular business hours, reducing incoming calls on reservationists during the day

• No manual scheduling of trips required by Dispatchers

• Built in Push Notification feature-Agencies can send clients up-to-date information on the status of their booked trips. As an example, clients can receive a push notification when the vehicle is on the way with an updated ETA and vehicle location displayed on a map. Mobility can be used as a substitute or enhancement for the SMS notification Module.

• Decreased Trip Losses – Automatic notifications remind riders of scheduled and upcoming trips

• Customized Offerings – Branding options matching agency colors, logos, and style

• Self-Registration (Mobile app only) – Agencies can give riders the freedom to self-register via the mobile app for transit. This does not include self-certification. This feature can be turned on as needed.

• Fares can be paid via credit card securely through the mobile app (Mobile app only) (3rd party charges will apply). This feature can be turned on as needed.

• 3rd Party certified WAGC 2.1 AA VPATs for iOS and Android

Passenger interfaces must be ADA compliant including screen readers and TTY/TDD Yes

Ecolane complies with this requirement.

Software must offer a web interface for passengers to manage trips.

Yes

Self-Service Website Portal

3rd Party certified WAGC 2.1 AA VPAT for Self-Service Web Portal

A rider’s access to Self-Service is enabled in the client’s profile. The transit staff manages the access required for authentication of the usernames and passwords, and all transmitted data is encrypted. The agency can limit a rider’s access within the self-service features; for example, some riders might only be allowed to view trips.

With our Self-Service features, riders can book and cancel their trips via a website, and they monitor their current estimated pickup time and the vehicle assigned to their trip. This reduces the rate of where’s my ride’ inquiries to the call center.

All data communication between the Ecolane EVOLUTION server and the Self-Service mobile application or website is secure and encrypted and available in English and Spanish.

The reservation process within Ecolane EVOLUTION is intuitive and easy to use. Auto-complete functionality is one of the many shortcuts we utilize to make lookup and data entry that much quicker.

Passenger experience:

Ecolane Technical Proposal - Pg 21

Software must be capable of trip scheduling directly by a dispatcher.

Yes

Dispatchers can do the following:

• Edit Stop Order: Dispatchers can edit the order of stops for routes (after they have moved from virtual to real status). If the change violates service quality rules, the dispatcher is notified and must confirm the action before proceeding.

• Reassign Trips: Dispatchers can reassign a trip to another run and vehicle. If the change violates scheduled route times, the dispatcher is notified and must confirm the action before proceeding

• Switch the Vehicles Assigned to Runs: Dispatchers can reassign a run to another vehicle.

They can view each vehicle’s current location and the location of scheduled stops on a map.

• Lock Trips: Dispatchers can lock trips in place to prevent the automated optimization processes from making any changes, as that might in some situations cause problems for drivers. This is useful, for example, for covering time periods when transportation service is provided but no dispatchers are present.

• Trim Daily Start Times: Dispatchers can synchronize the day’s run availability with the pull-out time, so that the pull-out time is adjusted based on the first assigned trip.

• Management can use this to trim daily run start times, enabling supervisors to tell drivers exactly what time to arrive for their work shift, which reduces non-revenue hours and expenses.

• Handle Will-Call Trips: Dispatchers can handle will-calls trips as clients call in to confirm they are ready to be picked up. The system automatically schedules and dispatches the trip, but the dispatcher can take manual action if it is necessary for the trip to be dispatched and delivered on time.

• Create Trips for riders when needed.

Software must be capable of communicating real-time tracking to the rider if a system requests a mobile app. Yes

Ecolane's Mobile App has Built in Push Notification feature- The Agency can send clients up-to-date information on the status of their booked trips. As an example, clients can receive a push notification when the vehicle is on the way with an updated ETA and vehicle location displayed on a map. Mobility can be used as a substitute or enhancement for the SMS notification Module.

Software must be able to provide automated

IVR (Interactive voice response) calls to customers if a trip is late/cancelled if the system chooses this option.

Yes

INTERACTIVE by Ecolane

Telephony integration (IVR)

Ecolane EVOLUTION provides a selection of telephony integration features:

• Ecolane EVOLUTION interfaces to Private Branch Exchange (PBX) phone systems, supporting identification based on caller ID. Ecolane EVOLUTION can identify the caller by their phone number and automatically look up and display the client’s data to the reservation agent.

• This will speed up the reservation process and enable reservation agents to provide a more personalized service to their clients. Depending on the transit agency’s processes, the interface can be configured to open a specific view in the UI, such as a new order form or the client’s travel history.

• Through a strategic technical partnership, Interactive Voice Response (IVR) calls can be made to clients to notify them about their trip status and times can be configurable to

MET’s needs. Ecolane EVOLUTION can make reminder calls to clients the night before a trip and provide them with the option to cancel their trip if necessary. Imminent arrival reminder calls can be made on the day of service to inform clients about estimated pick-up times

Software must be capable of scheduling same-day trips.

Yes

Ecolane EVOLUTION’s continuous optimization consists of the following phases:

1. Initial Optimization is carried out the instant a trip is booked. The scheduling engine evaluates the trip’s requirements against provider and run availability and the other scheduled trips in the system and attempts to slot the trip into a suitable schedule. The reservation agent can then see the scheduling result on the trip confirmation page (or choose from multiple scheduling options, if available).

2. In the Batch Optimization phase, the scheduling engine already has more information available. It can consider all the other trips that have been booked and scheduled since the initial trip, and, if needed, it can move the trip to another schedule or even to another provider to find the best route.

Batch optimization can also be configured to repeat at intervals, as needed.

After batch optimization, scheduling has, in principle, found the best possible solution that the algorithms can deliver.

3. The final phase, Real-Time Optimization, overcomes the impact of changes on the day of service.

Software must be capable of auto-scheduling. Yes Ecolane complies with this requirement. Please see previous answer for Ecolane's

Optimization process.

Software must be capable of storing/searching trip history.

Yes

Event log and change audit history

Ecolane EVOLUTION maintains extensive event logs and provides an audit trail for user-initiated changes. These include:

• Client profile change history/audit trail - Ecolane EVOLUTION keeps a detailed change log of every alteration made to a client profile. Authorized users can see when a change was made, which user initiated the change, what the previous value of a field was, and what value it was changed to.

• Trip change history/audit trail - Ecolane EVOLUTION logs all changes made to a trip as events in the database. All user-initiated events log the username associated with the change. The change history can be viewed when viewing the trip.

• Dispatching and scheduling history/audit trail - As with trips, Ecolane EVOLUTION logs detailed events on every schedule of trips. The change history tracks everything that the system does during the scheduling process, as well as user-initiated actions on the schedule.

Software must be capable of real-time additions/changes to scheduled trips. Yes Ecolane complies with this requirement using Ecolane's Same Day Continuous Trio

Optimization processes.

Software must provide vehicle tracking capabilities to dispatcher.

Yes

Ecolane Evolution's MDT/AVL solution uses GPS to track vehicle activity, provide real-time vehicle location information to dispatchers, and increase scheduling efficiency. For example, a trip can be automatically scheduled and dispatched to the closest vehicle without viewing the vehicle on the map.
