PART 12 – EVALUATION CRITERIA FOR AWARD
52.212-2 Evaluation - Commercial Items. (JAN 1999)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
FACTOR l: Technical Capability Approach. In evaluating the Offeror’s technical approach;
HUD will assess the Offeror’s understanding of the scope of the program, the Offeror’s working knowledge of the residential building codes, such as the National Manufactured Housing https://workspaces.disa.mil/Documents%20and%20Settings/Deborah.Wellen/Local%20Settings/Temporary%20Internet%20Files/Content.IE5/far/FAR15.DOC#b154031 https://workspaces.disa.mil/Documents%20and%20Settings/Deborah.Wellen/Local%20Settings/Temporary%20Internet%20Files/Content.IE5/far/FAR15.DOC#b154033 https://workspaces.disa.mil/Documents%20and%20Settings/Deborah.Wellen/Local%20Settings/Temporary%20Internet%20Files/Content.IE5/far/FAR15.DOC#b154035
Construction and Safety Standards Act of 1974; Manufactured Home Improvement Act of 2000 and applicable regulations and their understanding of the process for development and revision of residential building codes.
FACTOR 2: Management Work Plan & Key Personnel. In evaluating the Offeror’s management work plan and key personnel; HUD will assess the Offerors ability to manage the work, subcontractors if used, and provide well-skilled personnel to ensure quality of performance and meeting technical capability. HUD will also asses the Offerors quality control plan to determine oversight capability to deliver quality products and services.
Additionally, HUD will evaluate Offerors IT plan to determine if it has the necessary complement of hardware and software programs, experience and qualification to perform the proposed contract IT requirements.
FACTOR 3: Past Performance.
In evaluating Past Performance, HUD will address three components – relevancy, quality, and sufficiency. This factor’s primary emphasis is to assess the past performance of the proposed prime contractor (or in the case of joint ventures or some other teaming arrangement, the primary member of the team). However, if significant subcontracting/use of other teaming arrangements is anticipated, the past performance history of the proposed subcontractors/other team members must also be evaluated.
Regarding assessment of relevance, HUD will consider only references performed within the five years immediately prior to submission of the proposal. Of those within the five years, HUD will assess the degree of similarity in size, content, and complexity between the past performance efforts submitted and the solicitation requirements.
HUD will then assess the quality of only the past performance that has any relevancy.
HUD will assess the sufficiency of the number of relevant records submitted.
The final rating under this factor will encompass the totality of the information provided, including completeness, relevancy, and the depth, breadth, and quality of only relevant past performance for the proposed prime contractor and proposed subcontractor/team members. The final rating will range from Excellent (High Confidence)/Very Low Risk of
Nonperformance to Poor (Low Confidence)/High Risk of Nonperformance. Offerors that have addressed the factor and have no relevant past performance history by the prime and any subcontractors/team members will be rated as Neutral (Unknown
Confidence)/Unknown Risk of Nonperformance. Offerors that fail to address the factor will be determined to have not complied with the solicitation requirements and will receive the lowest possible rating.
HUD is not restricted to evaluating the information provided by the offeror and may utilize information obtained from any source. HUD may obtain additional information from the Government’s Past Performance Information Retrieval System (PPIRS), if available.
FACTOR 4: Price / Cost. The reasonableness of the price proposed will be determined on the basis of adequate price competition by comparing the proposed prices among offers. The prices will also be compared against the Independent Government Cost Estimate (ICGE). The total evaluated price will be the sum of the reasonable prices offered for the products and/or services proposed. The Offeror shall submit other than cost and pricing data. The evaluated price will be the total price for the base and option periods of the contract as computed in accordance with “Part 2 - Supplies or Services”.
