This amendment is three-fold; first it serves to extend the due date for all proposals to 2:00 pm (EST) on 05/24/2017. Second, it serves to add Item No. 4. and Item No. 5 to the Price Schedule as follows:

AMENDMENT OF SOLICITATION/MODIFICATION OF CONTRACT

4. A deduct for the Corporation to furnish a crane with Operator to offload the new crane from the truck on which it is delivered and to set it in place on the Buoy
Barge pedestal. The crane that the
Corporation would use would be capable of picking 25 tons at a radius of 50 feet which would allow the crane to reach the center of the pedestal while being positioned at the dock alongside the Buoy Barge.

5. Provide certification by an independent third party that the crane provided meets or exceeds all of the specified requirements including the Crane Pedestal Structural and
Buoy Barge Stability Analyses. The third party shall be a maritime classification society such as the American Bureau of
Shipping (ABS), Lloyds, etc.

Third, it serves to include questions asked by prospective offerors and the answers provided by the Contracting Officer's
Representative.
1.) Q: Provide additional information regarding the electrical power distribution and availability?
A: For the majority of the year, the Buoy Barge is at the dock at the Marine Base/Maintenance Facility and is connected to shore power which is supplied at 480V, 3 phase, 60 amps. The on-board generator supplies power at
480V, 3 phase, 149 amps. When the generator is operated while connected to shore power, the Buoy Barge has
20 amps available from shore power and 100 amps available from the generator. When the Buoy Barge is underway during buoy tending operations, the generator supplies the power and while docked at other locations along the river at night, shore power is transferred over to a separate distribution panel that is supplied by a 240V, single phase, 60 amp shore power municipal connection for 10 to 12 hours. This distribution panel can only supply one or two circuits with a maximum of 30 amps each or combined 240V or 120V, single phase while moored overnight with generator shut down and plugged into municipal power. The generator is started first thing in the morning while the tug is warming up such that there is a period of 1 to 2 hours before the crane will be used during which additional power can be provided for tank heaters and any other auxiliary needs.
2.) Q: Please provide the significant wave height or the sea state and scale used?
A: Significant wave heights in which the Buoy Barge crane will be operated are three to five feet based on the
Baufort Scale.
3.) Q: The specification requires a Tier III compliant diesel engine. Our understanding is that engine suppliers will no longer be able to provide a Tier III engine unless we are able to furnish an exemption. Will the DOT have an exemption to use a Tier III engine, or will we need to provide a Tier IV engine?
A: The original specification called for a Tier III engine however; since that time, manufacturers no longer furnish Tier III engines. Therefore, specification Section C.15. Specifications For The New Pedestal Crane; f.
Specific Crane Requirements; 20. Diesel Engine should be changed to read “Self-contained Tier IV compliant diesel engine with fuel oil tank and spill containment.”

4.) Q: Is a new pedestal required?
A: There are no requirements to modify the deck or the pedestal. If the crane being proposed requires changes to the deck and/or pedestal, those requirements need to be included in the proposal.
5.) Q: Will a third-party certification be required?
A: The specification Section C.15. Specifications For The New Pedestal Crane; i. Tests and Inspections define tests that will be required. In addition, the third party that will certify that the crane conforms to the specification may require additional tests. Contract Line Item 5 has been added to the schedule for third party testing.
6.) Q: What crane support can be provided by the Corporation?
A: The Corporation may choose to remove the existing crane and may provide a crane with Operator to offload the new crane from a truck and to set it in place on the pedestal. No other equipment or personnel will be provided by the Corporation. Contract Line Item 4 has been added to the schedule for use of SLSDC-owned crane for placing new crane on pedestal.
7.) Q: Will the SLSDC accept additional features beyond the specifications?
A: All of the requirements for the crane have been included in the specification. Any additional features that the manufacturer chooses to include and/or are standard on their crane will be considered in the evaluation.
