14. DESCRIPTION OF AMENDMENT/MODIFICATION (Organized by UCF section headings, including solicitation/contract subject matter where feasible.)
This amendment serves to include questions asked by prospective offerors and the answers provided by the Contracting Officer's Representative.
1) Q: Is the existing crane is being removed because it doesn’t meet the capacity requirements?
A: The SLSDC plans to replace the crane that is on the barge currently because the hydraulics do not function properly with temperature changes and some of the components are not rated/tested for the cold temperatures that the crane is operated in.
These are the major issues but there are some smaller problems that cause problems for the SLSDC during buoy tending operations.

AMENDMENT OF SOLICITATION/MODIFICATION OF CONTRACT

(Questions and Answers)
2) Q: Please state the minimum and maximum ambient operating temperatures?
A: The crane is required to operate in temperatures ranging from -25˚ F and 90 ˚ F.
3) Q: Please specify if the deck at minimal radii or deck at minimal boom angle?
A: The statement in Section C.15.6. highlighted below “deck at minimal radii” means “deck at minimum boom angle.”
C.15. SPECIFICATIONS FOR THE NEW PEDESTAL CRANE.
6. Wire Load Line Arrangement. The Corporation buoy setting and retrieval operation uses the main and auxiliary hook in a combined sequence where the buoys and sinkers are worked from the main hook and chain is worked from the auxiliary hook. This operation requires that:
The main hook load line shall be installed under (beneath) the boom to the fixed position main hook head assembly.
The auxiliary hook (fast line) shall be installed on top of (above) the boom to the auxiliary hook head assembly mounted on the telescoping extension.
There shall be a minimum clearance of twenty feet (20 ft.) between the two head assemblies with telescopic section extended so that the falls will remain separated with the boom working loads on deck at minimal radii.
4) Q: Please confirm if there is any significance with the attached Tech Crane load chart and the crane specification required, as we have found an issue with that chart?
A: The Tech Crane load chart was only furnished because it was requested by one of the potential offerors.
5) Q: With the larger crane, the stability of the barge should also be analyzed. This type of analysis is not typically performed by the crane manufacturer?
A: In essence, the Contractor is responsible for all the calculations and data so if a marine architect or naval engineer is required, they will have to include those costs in Line Item 1.
In accordance with C.15. (c. General.) on page 6 of the solicitation:
The Contractor shall generate and provide the Corporation with stability calculations for the Buoy Barge based on the crane design, weight, and loading data provided by the Crane Manufacturer.
. The Contractor is responsible to provide the Corporation updated data that proves the structural integrity of the pedestal and the stability integrity of the barge using the parameters of the crane provided.
