Buoy Barge Crane Replacement Project

Questions and Answers

May 17, 2017

1. Amendment 4 states no modification of the existing pedestal is anticipated. Has the pedestal structure been evaluated and reviewed with the requirements of API 2C and the Sea States required? If so can the calculations be provided for review of the analysis?

Amendment No. 0004 actually states:

There are no requirements to modify the deck or the pedestal. If the crane being proposed requires changes to the deck and/or pedestal, those requirements need to be included in the proposal.

Specification Section C.15. SPECIFICATIONS FOR THE NEW PEDESTAL CRANE., d. Scope of Work. 4. Pedestal Modification. states:

The Contractor shall modify the existing crane pedestal as/if required to accept the new crane.

Modifications shall be to the Manufacturer’s recommendations and shall be in compliance with the requirements of the Pedestal Structural Calculations developed by the Contractor.

Preliminary pedestal structural and vessel stability calculations have been completed by Marine

Systems Corporation based upon the installation of a replacement pedestal mounted crane equal to the Alaska Marine Crane that had previously been on the Buoy Barge. These structural calculations must be updated to reflect the crane provided. The Contractor is responsible to provide the Corporation updated data that proves the structural integrity of the pedestal and the stability integrity of the barge using the parameters of the crane provided.

Specification Section C.15. SPECIFICATIONS FOR THE NEW PEDESTAL CRANE., h.

Structural and Stability Calculations. states:

1. Crane Pedestal Structural Calculations.

The crane is to be mounted on the existing crane pedestal, which is an integral part of the vessel structure. It is the Contractor's responsibility to verify that the existing crane pedestal will support the new crane in all operations required in this Specification.

Preliminary Structural Calculations were done on the previous crane pedestal and are included as MSC Drawing 3210-003-21 (Addendum A) in Appendix I.

The Contractor will be required to provide independent, PE stamped, structural engineering calculations for the crane pedestal structure using data from the actual crane proposed for the vessel. The Contractor will be required to verify that the pedestal will meet the structural requirements to support the proposed crane with the crane performing all operations required in this Specification. The Contractor is responsible for providing engineering and design changes to modify the crane pedestal to mount the proposed new crane.

2. Stability Analysis.

The Contractor will be responsible for determining that the crane selected to meet the requirements of this Specification will not adversely affect vessel stability.

A preliminary stability engineering analysis was done for the Alaskan Crane that was previously on the Buoy Barge and on an additional, representative crane. These analyses are attached as

MSC Drawing 3210-003-22 (Addendum B) in Appendix I.

The Contractor will be required to provide a similar engineering analysis for the actual model crane proposed to fulfill the Contract. The analysis must ensure that the crane installation and operation will not adversely affect the stability of the vessel with the crane performing all operations required in this specification.

All structural and stability calculations are to be provided to the Corporation for approval.

The Contractor must receive approval from the Corporation prior to the commencement of crane pedestal modifications or crane installation.

2. Has Finite Element Analysis been conducted of the existing structure in the pedestal and barge based on the moments anticipated with loads at elevation in 5 ft. seas? If this has been conducted can the results and loads predicted be provided for review?

Everything that is available has been provided as noted in 1. above.

3. Are you able to supply the list of attendees from the two site visit times?

Site visit(s) attendees: Chris Henderson, Great Lakes Shipyard; Al Taylor and Jake duPont, Advance

Marine, and Ty Martin, Mavis

4. Would you entertain the idea of extending the due date out one additional week? Due to the call out of

Tier IV engines, the 3-5ft wave heights, and the addition of ABS reviews, the crane manufacturers are very pressed for time to re-evaluate their designs and present the most accurate and cost efficient proposals.

Amendment A0004 extended the response date to 2:00pm on May 24, 2017.
