1.0 INTRODUCTION
The Federal Aviation Administration (FAA) Fuel Storage Tank (FST) program manages and sustains active FST systems across the FAA National Airspace System (NAS) to assure fielded systems meet operational readiness and environmental compliance requirements. Lifecycle guidelines have been established to aid in forecasting replacement requirements. FST systems are additionally exposed to influences that may generate replacement or repair requirements in advance of lifecycle guideline predictions. These include severe environmental conditions, impacts, changes in minimum regulatory standards, and similar intervening occurrences.
The AJW-22 FST Program Office (PO) has verified that replacement of the FST systems is required to sustain critical operation capacity, preclude potential for assessment of regulatory non-compliance fines, and to assure the systems protect the surrounding natural and build environments.

Re: Trip Report – ABE ATCT Site Visit 7/29/14
The FAA FST Support Team travelled to Allentown, PA to conduct a site survey at the ABE ATCT site for the purpose of preparing specifications for an aboveground storage tank (AST) tank replacement scheduled in FY14.
Please see below for a detailed finding of the trip report.
Support Team arrived at the Allentown, PA site on July 29, 2014 and met with facility personnel. The team had full access to facility for purpose of conducting the site survey. Once on site, members of the team took notes and photo-documented the tank system components and site area. Observations regarding the system design are as follows:
· 2,500-gallon diesel UST, manufactured by Xerxes
· Day tank is installed at the site.
· The tank provides fuel to a Kohler generator with a burn rate of approximately 10 gallons per hour.
· Supply and return piping consists of black iron piping inside of secondary containment piping that runs underground into the EG Room.
· The system employs an outdated combination fuel monitoring system utilizing a Pneumercator gauge and an EMCO LeakSensor, Jr. leak detection monitor. The install date could not be determined.
The team completed a Site Survey Checklist and EOSH checklist (attached). Below is a summary of some of the key findings and recommendations for the tank replacement:
1) Based on the burn rate of the generator, it was determined that the existing UST is significantly oversized. It is recommended that a 1000-gallon AST be installed to replace the existing tank.
2) Facility personnel will be requested concerning existing information regarding lead and asbestos studies for the site.
3) The storage tank system exhibited a number of deficiencies, including the lack of a fill limiter, an outdated fuel monitoring system, a non-working overfill alarm, and a missing day tank emergency vent.
4) Facility personnel believe there is a grounding loop around the building that can be utilized for the AST and stairs/platform grounding purposes.
Supporting documentation for this site survey is included as attachments to this memo. These attachments include:
· Photographs of the existing tank system – Attachment A
· Site Survey checklist – Attachment B
· Site Drawings – Attachment C

STANDARD
ADAPTOR
DESCRIPTION
The 9095A AST Overfill Prevention Valve is installed at the fill port of an aboveground storage tank. Used in a tight fill application, the valve terminates flow of product when the liquid level reaches a preset warning level (90-95% full). The valve is installed on a standard N.P.T. male connection when used with the quick discon-nect or female adaptor. The 2” valve can be used in conjunction with the Morrison Fig. 518 line of AST Spill Containers for added spill protection. When installed to manufacturers requirements the Morrison Fig. 9095A Overfill Prevention Valve can eliminate envi-ronmentally hazardous spills. All models are supplied with an adaptor to mount to Morrison Fig. 419 aluminum drop tubes. ULC Listed.
This v alve complies with the f ollo wing codes:
NFPA 30, 30A, UFC, BOCA, SBCCI/SFC, and PEI RP2000
Product Warnings and Cautions
- 5 PSI & 5 GPM is the minimum flow requirement for valve operation at the following maximum viscosities (in centistokes): 2” Valve - 150 3” Valve - 60.
- A tight fill is required for the valve to operate. Do not substitute any other fill adaptors for the special adaptor supplied.
- The valve should be properly inspected before installation to insure the unit was not damaged during the delivery process.
- Use caution during installation to protect float devices and their linkage.
Damage to the parts may cause the valve to function improperly.
- The valve must be used with clean product. Debris from products such as contaminated waste oil may cause the valve to function improperly.
- Consult Morrison Brothers Co. for product compatibility with the valve.
- The 3” valve can be used w/6” Sch. 40 or 80 pipe.
- The 2” valve can be only be used with Sch. 40 pipe.
- These valves are rated for a maximum pressure of 100 PSI.
- Failure to follow any or all of the above warnings may render the valve non-functional and could result in a hazardous product spill, which may result in personal injury, property damage, fire, explosion, or environmental contami-nation.
