Amendment No. A0002
14. Description of Amendment/Modification (continued from page 1)
a) The purpose of this Amendment is to make changes to Section L, paragraph L.5.B for the purpose of clarifying the requirements for the submission of staff resumes, and to provide answers to questions received in response to the solicitation.
b) Section L, paragraph L.5.B., Part C - Staffing is deleted in its entirety and replaced with the following:
PART C - STAFFING
The purpose of this section is to assess the depth and breadth of the proposed personnel in terms of technical expertise, experience, and education relevant to the Statement of Work.
Staffing will be evaluated based on the following: 1) resume submitted for the Program Manager; 2) resumes submitted for the Task Area Experts; and 3) resumes submitted for proposed technical staff for experience with worldwide ATC systems installation, particularly STARS and ETVS. The Offeror shall provide the resumes described below that demonstrate the qualifications of the Offeror’s proposed personnel in terms of its technical expertise, experience, and education relevant to the requirements of the SOW. All resumes shall be submitted in accordance with the requirements outlined below.
Program Manager (1 Resume)
The Offeror shall identify and submit a resume for the individual who will serve as the overall Program Manager for this contract and who will be identified under the clause in Paragraph I.6, Key Personnel.
Task Area Experts (5 Resumes)
The Offeror shall identify and submit resumes for the individuals who will serve as Task Area Experts for this contract. A proposed Task Area Expert must be identified for each of the five (5) major task areas identified in paragraph C.3.of the Statement of Work. An individual may be a Task Area Expert for more than one task area. One or more of the Task Area Experts may be subcontractor personnel if it is intended that they fulfill such a role under this contract.
Each resume shall identify the task area that will be covered by the proposed Task Area Expert.
Each resume shall also identify under which labor category the Task Area Expert qualifies as defined in Attachment J.1 – Labor Category Qualifications. A Task Area Expert is a role, not a labor category. As such, a Task Area Expert may come from any labor category.
Proposed Technical Staff (10 Resumes)
The Offeror shall submit the number of resumes specified below for technical support that is representative of the labor categories as defined in Attachment J.1 - Labor Category Qualifications.
Labor Category No. of Resumes
Senior Staff 1 Middle Staff 2 Junior Staff 3 Technician 4
The proposed technical staff must be capable of satisfying the requirements of the five (5) task areas and providing support on multiple simultaneous tasks at various locations worldwide. Each resume should describe the individual’s experience with ATC systems installation, particularly STARS and ETVS.
Resume Format
All resumes submitted shall be by name and clearly identify proposed position. Resumes shall include the position currently held by the individual, his/her responsibilities, the total number of years with the firm, and a brief description of experience and education. Resumes must show demonstrated experience in areas similar to the requirements of the Statement of Work.
Resumes for the proposed Program Manager and the technical staff must be representative of, and consistent with, the Offeror’s proposed labor costs presented in the Cost and Business Proposal. Resumes must be verifiable in that relevant dates, names, and addresses (city, state) of educational institutions and employers must be provided for all experience, education, and specialized training claimed.
No more than 16 resumes (inclusive of the Program Manager and Task Area Experts) shall be submitted. Resumes may not exceed three (3) pages per resume.
Staffing Matrix
The Offeror shall include a matrix of the staff members for whom resumes are being submitted cross-referenced by the five (5) technical work areas in which they would be expected to be deployed. The staffing matrix shall identify the number of staff by discipline and education level (i.e. BS, MS, Ph.D).
c) The following answers are provided in response to questions received regarding the solicitation:
Q.1. Reference: Attachment J.1, Labor Category Qualifications. Is the Government willing to consider additional years of directly related experience in lieu of a BS? Will the Government accept Military training in lieu of a college degree?
A.1. In accordance with the paragraph titled, “Equivalents” in Attachment J.1 on page 79, “three years of progressively responsible work experience in a field directly related to the Statement of Work may replace the Bachelor’s degree requirement.” In addition, the first paragraph on page 79 states that “the Contractor may, at the task order level and on a case-by-case basis, offer to the Contracting Officer a candidate with special or market-scarce skills/qualifications for consideration in any of the labor categories cited above.” The Government will consider military training/experience in lieu of a college degree on a case-by-case basis.
Q.2. Reference: Attachment J.1 – Labor Category Qualifications. The only requirements on the labor categories are educational and experience qualifications. Can you please provide a labor category description detailing the work or more specific experience required for each category?
A.2. Response: Please refer to paragraph (b) of this amendment which makes changes to L.5.B, Part C – Staffing. In addition to education and years of experience requirements identified in Attachment J.1, resumes shall demonstrate the qualifications of the Offeror’s proposed personnel in terms of its technical expertise, experience, and education relevant to the requirements identified in the Statement of Work. The proposed technical staff must be capable of satisfying the requirements of the five (5) task areas identified in Section C.3 of the Statement of Work and providing support on multiple simultaneous tasks at various locations worldwide.
Resumes for the proposed technical staff should describe the individual’s experience with ATC systems installation, particularly STARS and ETVS.
Q.3. Reference: Section L, paragraph L.2.G, Inquiries. Please confirm that this address is valid for FedEx deliveries of proposals.
A.3. Yes, the address shown in paragraph L.2.G. is valid for FedEx deliveries of proposals.
Q.4. Reference: Section L, paragraph L.5.B, Part B – Past Performance, second and third paragraphs. Does the Government require a listing of ALL contracts currently performing or completed within the last three years, or only those contracts that would be relevant to this RFP?
A.4. The required list of contracts that the Offeror is currently performing or has completed within the past three years shall only include those contracts that are relevant to this solicitation. From this list, the Offeror must submit a separate list identifying the five (5) contracts that it considers the most relevant in demonstrating its ability to perform the proposed effort.
Q.5. Reference: Section L, paragraph L.5.B., Part B – Past Performance, fourth paragraph (page 70). Our customers do not use the requested system for filing Final Acceptance Reports.
Will it be acceptable to use the format and submit the questionnaire to our customers and include those responses in our proposal?
A.5. There is no specific format stipulated for Government final acceptance reports. Submission of final acceptance reports in the customers’ format is acceptable. It is assumed that this question pertains to the format and method for completing past performance evaluation reports. In accordance with paragraph L.5.B, Part B – Past Performance, if the contracting activity for each of the five (5) relevant contracts has completed a contractor past performance evaluation report in accordance with FAR subpart 42.15 and provided a copy to the Offeror, then it is acceptable to include a copy of the completed past performance evaluation with the proposal. If the contracting activity has its own past performance evaluation form that complies with FAR subpart 42.15 but has not been completed and/or provided to the Offeror, the Offeror is responsible for making all reasonable efforts to ensure that a copy of the completed past performance evaluation report is provided directly to the Volpe Center Contracting Officer or designee by the appropriate contracting activity’s responding official no later than the due date for receipt of proposals. If the contracting activity has not developed its own past performance evaluation report form, please refer that contracting activity to the Contractor Performance Report format found at National Institutes of Health Contractor Performance System website at:
http://cps.od.nih.gov/Words/Standard_Form.doc. This form, including the associated numeric ratings and criteria, should be completed by the contracting activity and used by the Offeror for the purpose of submitting the required past performance information.

Q.6. Reference: Section L, paragraph L.5.B, Part C – Staffing, fourth paragraph titled, “Proposed Technical Staff (page 73). This sentence seems to indicate that we propose out staffing skill mix from the provided labor categories, yet the information following this indicates that we must submit a specified number of resumes for the positions listed. Are we required to submit the number of resumes listed on page 73 for each labor category, or may we submit a labor category mix that we feel would best serve the requirements of this RFP?
A.6. Please refer to paragraph (b) of this amendment which made changes to paragraph L.5.B, Part C – Staffing to clarify the requirements for the submission of staff resumes. Offerors are required to submit the number of resumes for each labor category listed on page 73. A total of ten (10) resumes shall be submitted for proposed technical staff.
Q.7. Reference: Section L, paragraph L.5.B, Part C-Staffing (page 73) and Section L, paragraph L.4. – Instructions for Cost and Business Proposal (page 50): We realize that the hours are for comparison purposes only. The number of hours exceeds the number of resumes requested on Middle Staff. Please advise.
A.7. There is no relationship between the number of hours identified in the table on page 50 and the number of resumes identified on page 73. The stated number of hours and resumes are for evaluation purposes only.
Q.8. Reference: Section L, paragraph L.5.B, Part C – Staffing (page 73): Instructions follow this section for areas: 1) program manager, 2) task Area Experts, and 3) Proposed technical staff. I am unclear on evaluation section 4, as it evaluates the qualifications and experience of “REPRESENTATIVE SAMPLE STAFF” and evaluation 3) is proposed staff. Can you please define the difference in these two areas? There is no additional information given on evaluation section 4) as there is on the other three. Additionally, page 73 states staffing will be evaluated on the first three sections mentioned above. Section 4 is not mentioned.
A.8. Please refer to paragraph (b) of this amendment which made changes to paragraph L.5.B, Part C – Staffing.
Q.9. Reference: Amendment 1, dated May 4, 2010. Please clarify your response to Q2.
Specifically, as we interpret your answer to the question, only firms meeting the $4.5 million size standard may act as the Prime for this procurement. Is that correct? If that is the correct interpretation, there is no requirement for a subcontracting plan (Reference: L.4.E)? If our interpretation is correct, is this now a Small Business Set Aside procurement?
A.9. The interpretation that only firms meeting the $4.5 million size standard may act as the prime contractor for this procurement is not correct. As stated in Amendment A0001 in the response to Question 2, Solicitation No. DTRT57-10-R-20012 is being competed on a full and open basis. All responsible sources are permitted to compete. This procurement is not being conducted as a small business set aside. In accordance with FAR 52.219-9, Offerors that are not small business concerns shall submit a Small Business Subcontracting Plan (Section L, paragraph L.4.E). Any prime contractor or subcontractor that represents itself as a small business for the purpose of this solicitation must meet the $4.5 Million size standard for NAICS code 541330.
Q.10. We provide consoles for all mission critical industries. Recently we have been active in ATC projects as well. Are you looking for console providers right now or just the architecture services that go with these type of projects?
A.10. The services identified in the Statement of Work (SOW) primarily include site preparation, installation, and engineering of ATC systems under the following five major task areas:
1) Strategic Planning, Architecture Analysis, and System Engineering; 2) Facility Infrastructure Upgrades; 3) ATCALS Installation; 4) Operational Relocation; and 5) Communications Systems.
It is possible that there may some requirements for consoles, but such requirements will be ancillary to the larger tasks.
d) Please acknowledge receipt of this amendment with the submission of your proposal.
e) All other terms and conditions of the solicitation remain unchanged.
