Amendment No. A0003

14. Description of Amendment/Modification (continued from page 1)

a) The purpose of this Amendment is to make changes to Section L and to provide answers to questions received in response to the solicitation.

b) Section L, paragraph L.4.A, the first sentence in the first paragraph on page 51 is deleted in its entirety and replaced with the following:

Although the ordering period is five years, the Cost and Business Proposal instructions require that labor be priced out for evaluation purposes assuming a performance period of only one year, from July 15, 2010 to July 14, 2011.

c) Section L, paragraph L.4.D, the first sentence in the first paragraph on page 52 is deleted in its entirety and replaced with the following:

The Offeror shall provide a total of 16 resumes in accordance with the instructions at L.5.D., PART C, STAFFING. The Offeror shall complete Schedule 6 by providing the name, labor category, current labor rate, and the labor rate escalated to the cost proposal performance period for each resume. If the labor rate for any resumed individual is 5 percent more or less than the proposed labor rate for that category, the Offeror must show calculations and provide a narrative addressing cost-realism for the proposed labor cost.

d) The following answers are provided in response to questions received regarding the solicitation:

Q.1. Reference: Section L, paragraph L.4.A. Page 51, first paragraph states "only one year, from July 15, 2010 to July 14, 2015.” Please clarify one or five years.

A.1. Please refer to paragraph (b) of this amendment which made changes to the first sentence of the first paragraph on page 51. The Cost and Business Proposal instructions require that labor be priced out for evaluation purposes assuming a performance period of one year.

Q.2. Reference: Section L, paragraph L.4.D. Page 52, first sentence states, “Unless one person is the Task Area Manager for more than one Task Area, there will be 17 resumes provided….”.

Page 73, section “Proposed Technical Staff” requires 16 resumes. Page 74, second paragraph under section “Resume Format” states “no more than 16 resumes…….” Please clarify 16 or 17 resumes.

A.2. Please refer to paragraph (c) of this amendment which made changes to the first paragraph on page 52. The Offeror shall provide a total of 16 resumes in accordance with the instructions at

L.5.D., PART C, STAFFING.

Q.3. Reference: Section L, paragraph L.4.D. Page 52, last paragraph (Labor Escalation) states, “Offerors must escalate current payroll data to the performance mid-point and show all calculations”. The CACO Recommended Forward Pricing Direct/Indirect Labor Rates for our company does not use mid-point calculation in escalating direct labor. Would it be okay for us to not use “mid-point” escalation in compliance with the CACO Recommended Forward Pricing Direct/Indirect Labor Rates?

DTRT57-10-R-20012

Amendment No. A0003

A.3. Yes, forward pricing direct/indirect labor rates may be used instead of mid-point calculation in escalating direct labor as long as the Offeror provides rationale for the alternate approach. In addition, any Offeror who elects to use an escalation factor other than 3.0 percent per year must provide rationale for the factor.

Q.4. Reference: Section L, paragraph L.4.E, Schedule 5. In the Schedule 5 on page 62, there is a column for Labor Cost. Please clarify if this should be unburdened labor cost or burdened labor cost.

A.4. The “Labor Cost” column on Schedule 5 should identify the unburdened labor cost for each of the categories shown.

e) Please acknowledge receipt of this amendment with the submission of your proposal.

f) All other terms and conditions of the solicitation remain unchanged.
