811 Poster & Video Contest 2016.02.11 811 Poster & Video Contests 2/11/2016 - Questions Answered

1. What is the budget for this project?

Answer: PHMSA does not normally provide its budget. We expect a substantial number of competitive quotes in response to this request. Quoters are strongly encouraged to offer their most competitive prices with their initial submission. PHMSA does NOT anticipate conducting discussions.

2. Is the 6-month timeline end-to-end from concept through final reporting? Or just the contest timeline?

Answer: The timeline is end-to-end from concept to final reporting. Please take note, as stated on page 2 of the Statement of Work, the timeline must include the announcement and promotion of the poster and video contests no later than 21 days after award is executed, and award must be announced no later than June 1, 2016, unless an alternative timeline is approved by PHMSA.

3. Once the contract is awarded, what is the relationship between the vendor and Common Ground Alliance?

Answer: No relationship. Common Ground Alliance was mentioned in the Statement of Work to provide background information. The Common Ground Alliance provides 811 logos and other materials that can also be used in the program.

4. Is Common Ground Alliance (CGA) eligible to compete on this work?

Answer: No.

5. Can the poster competition include infographics, stickers, t-shirt design concepts?

Answer: Yes. The Quoter has wide latitude to determine how to meet the objectives of the SOW.

6. Is there a text-option associated with the 811 number?

Answer: No, individuals may not text 811. Individuals must dial the number in order to obtain information.

7. How readily used is the 811 Call Center?

Answer: It is used in all 50 states, including all American territories.

8. Where can we find additional usage data?

Answer: Additional usage data is not available. Each state has a one-call center (or centers). For most call centers, this data is proprietary.

9. Should the proposed prices include a budget for the judging of the two contests?

Answer: Yes, proposed prices should include a budget for judging done by the contractor.

10. Does the Combined Synopsis/Solicitation under solicitation number DTPH5616Q00002 contain requirements similar to a current contract? If possible, please provide the current contract number. Or, is this a new requirement for the government?

Answer: The current poster contest is similar to previously completed purchase order DTPH5614P00023, but that order did not include a video contest.
