The objective of this Request for Quotation (RFQ) is to acquire the services of a firm or nonprofit to develop and execute: (1) a national poster contest aimed at school children in grades 4 through 6 living in all 50 states; Washington, DC; and all American territories and (2) a pilot video contest for high school students in grades 9 - 12 to be promoted to a minimum of 2,500 teachers in at least five states to include California, Illinois, and Colorado. of this initiative is to raise awareness among students and their families and friends about the importance of calling 811 before any digging project.

**This RFQ is for full and open competition.

Thus, large businesses, small businesses, and nonprofits may respond. The applicable NAICS

CODE is 541810 - Advertising Agencies.

1. Responsive Submissions

The entire quotation package, including cover page, table of contents (if included) and resume(s), may be no longer than 25 pages in length, 8 ½ by 11 inch paper using font size no smaller than eleven (11) point. A quotation will be deemed non-responsive and will not be reviewed when a quotation does not provide pricing. Pages above 25 will not be evaluated.

In such instance, pages will be counted starting in the following section orders: Price, Technical

Capability, and then Past Performance. For the

Past Performance section, quoters may provide actual examples (visual/poster, audio, video, etc.) of their work. Visual/poster, audio, video examples will not count towards the quotation page limitation.

Quoters must also provide the following:

a) Signed SF 18 form

b) Signed Amendments, if any are issued

c) DUNS number,

d) Quotation validity period,

e) Assumptions (if any are applicable),

f) Business size, and

g) Subcontractor information (if proposed).

2. Incorporation of Contract Terms

Any resultant order from this RFQ will incorporate the terms and conditions stated in

Attachment 1, the Statement of Work (SOW), and the clauses and special requirements specified in

Attachment 2: FAR, TAR, and PHMSA Clauses and

Special Requirements.

3. Contract/Order Type and Award:

The Government intends to issue a fixed price task order from this RFQ.

4. Evaluation of Quotations:

Capability, (2) Past Performance, and (3) Price sections. Those sections must be labeled: (1)

Technical Capability, (2) Past Performance, and

(3) Price.

The award will be made to the responsible quoter whose quote conforms to the RFQ and offers the

Best Value to the Government, in accordance with

FAR 13.106-2. The Government will use tradeoff analysis when making the best value determination and award, based on the following three factors:

Criteria 1: Technical Capability

This section of the quotation should describe the

Quoter's:

1) Plan/approach for promoting the contests to maximize participation and for accomplishing the tasks in the SOW,

2) Qualifications for their being the best candidate,

3) Resources to fulfill the requirements in the

SOW;

4) Include resumes of proposed key personnel who will accomplish the tasks in the SOW, AND

5) Include a timeline that includes announcing and promoting of the poster and video contests no later than 21 days after the award is executed and accounts for awards being announced no later than June 1, 2016.

The Government will evaluate the strengths and weaknesses of the above items as they relate to the requirements outlined in the SOW.

Criteria 2: Past Performance

The Acquisition Services Division (PHA-30) will evaluate the Quoter's past performance.

This section of the quotation should describe the contractor's experience providing services similar to those required by the SOW.

Quoters should include two references (customers) who received similar services from the contractor within the past five years. For each reference, Quoters should provide the following:

organization name, contact name, e-mail address, telephone number, a summary of specific services performed, and the dates of performance. Quoters may provide actual examples (visual/poster, audio, video, etc.) of their work (not contestant

entries) in their quotation. Visual/poster, audio, video examples will not count towards the quotation page limitation.

Although not limited to the following items, evaluators may consider the quality of work, customer service, compliance with performance schedules, period of performance length, contract value, and contractor's cost control on those contracts.

At the discretion of the evaluator, more information may be obtained from the Past

Performance Information Retrieval System (PPIRS) and the Federal Awardee Performance and Integrity

Information System (FAPIIS) or other Government data sources.

**NOTE**

Prior to issuing any award, the Government will perform a search of Active Exclusions in the

System for Award Management (SAM) to ensure that the prospective awardee is not on the list of parties excluded from receiving federal contracts and sub-contracts.

Criteria 3: Price

The Acquisition Services Division (PHA-30) will evaluate price and accompanying price information.

This section of the quotation package should include, at a minimum, the total price and cost estimates/ranges for each recommended action

(poster contest, video contest, etc.).

Proposed prices must include amounts reserved for prizes. Prize values for both competitions combined may not exceed $15,000 in cost. Quoters determine how prizes are distributed.

Price must not be mentioned in the Technical

Capability and Past Performance Sections.

5. Evaluation Order of Importance

Evaluation Factor 1 (Technical Capability) is more important than Evaluation Factor 2 (Past

Performance). Evaluation Factors 1 and 2, when combined, are significantly more important than

Evaluation Factor 3 (Price).
