QUESTION AND ANSWERS FOR RFQ DTPH5615Q00010
Question #1- Can you provide the style numbers or manufacturer for the shirts purchased before?
Answer #1- This is a new requirement. The PHMSA Office of Pipeline Safety has not previously purchased shirts for employees.
Question #2- It appears that the solicitation is for a one-time buy for the shirts and jackets although the contract term appears to be for the standard 5 years. Is there an interest in a long term program to handle orders for new hires, replenishment and returns? It is anticipated that the quantities indicated will be purchased yearly?
Answer #2- The Government intends to award a 5 year contract to acquire shirts/jackets for new hires. The quantities listed will be purchased over the 5 year contract period of performance.
Question #3- Can you please clarify the shirt type you are looking for? There are no COTS anti-static 100% cotton dress shirts on the market. 100% cotton is inherently anti-static – is this what you are requiring or are you requiring some sort of anti-static treatment? Alternatively, are you looking for a Fire Retardant shirt? Is there an acceptable manufacturer and/or style # available for the shirts currently in use.
Answer #3- The Government requires %100 cotton shirts. The Government does not require Fire Retardant shirts, nor cotton shirts that require any sort of anti-static treatment.
Question #4- Can you please verify that the dress shirt should not have a front pocket. Kind a hard to get without a pocket. If we cannot find a dress shirts without a front pocket will this disqualify us? I had been looking with different manufacturers for 100% cotton dress shirts in the colors requested and NO pockets. All the dress shirts have at least one front pocket.
Answer #4- The Government’s preference for the dress shirt is “without pockets” for both males and females. However, if shirts without pockets are not available, the Government will accept shirts with pockets. Your price proposal must clearly state the type of shirt that is being proposed, i.e. male, with or without pockets; and female, with or without pockets. A proposal that includes 2 prices for each category of shirt (one price for shirts with pockets and a separate price for shirts without pockets, if available) would not be rejected for that reason.
Question #5- The windbreaker jacket with hood specifies 100% polyester. Is there an acceptable manufacturer and/or style # available for the shirts currently in use. Can you advise as the exact placement of the pockets under the chest?
Answer #5- This is a new requirement. Windbreaker jackets have not been purchased before. The pockets for the windbreaker jackets are to be placed slightly above the waistline.
Question #6 – In the solicitation pages 14 and up says that the expected delivery is 1 day after award. Is this correct?
Answer #6- “1 day after award” was a typo, it has been removed. Please refer to the “Delivery” section on page 12 of the original RFQ Document titled: RFQ# DTPH5615Q00010”. Amendment 000001 (attached) corrects this typo.
