UNITED STATES DEPARTMENT OF TRANSPORTATION (USDOT)

NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION (NHTSA)

Synopsis for Solicitation DTNH2217R00037

FMVSS No. 213, Child Restraint Systems, Dynamic Testing Services

Introduction

On January 1, 1981, the National Highway Traffic Safety Administration (NHTSA) issued Federal Motor Vehicle Safety Standard (FMVSS) No. 213, "Child Restraint Systems." FMVSS No. 213 was substantially amended on July 5, 1995 to add a greater array of sizes and weights of test dummies for use in compliance tests, and on September 1, 1999, to require that child restraints be equipped with means for attaching to a new independent anchorage system. On June 24, 2003, FMVSS No. 213 was amended to incorporate improved test dummies and test procedures, and to extend the standard to apply to children who weigh up to 65 lbs. On February 27, 2012, FMVSS No. 213 was amended to incorporate a 10-year-old test dummy and to extend the standard to apply to children who weight up to 80 lbs.

FMVSS No. 213 sets forth the performance requirements for many types of child restraint systems. It includes the testing provisions which are necessary to determine whether a restraint system meets those performance requirements. The test provisions include a dynamic sled test which simulates a vehicle striking a fixed barrier in a frontal impact, and the Federal Aviation Administration(FAA) Inversion Test. The test provisions also include materials tests, and an inspection of the restraint system’s features.

The purpose of this contract is to procure testing services, inspection services, and reports so that the Government can determine whether child restraint systems comply with the requirements of FMVSS No. 213.

Synopsis

This synopsis, in accordance with FAR 5.203(a), issues a 15-day public notification prior to the issuance of a solicitation DTNH2217R00036. NHTSA intends to issue a solicitation for a Full and Open Competition for Testing and Inspection Services of the Child Restraint Systems in accordance with FMVSS) No. 213.

Contract Type and Period of Performance

NHTSA intends to award one Indefinite Delivery, Indefinite Quantity (IDIQ) contract whereby Firm Fixed Price Delivery Orders will be issued, in accordance with FAR16.504 and 16.505.

The applicable NAICS code and size standard for this acquisition are as follows:

541380 (Testing Laboratories) and not greater than $15.0M

The anticipated period of performance is one (1) two-year base period and one (1) three-year option period to be exercised at the discretion of the government. The maximum total period of performance will be for five (5) consecutive years if all options are exercised.

Scope of Work

The Contractor shall furnish the necessary qualified technical personnel, facilities, and equipment to perform testing services necessary to determine conformance of sample child restraints, provided to the contractor as Government Furnished Test Items (GFTI), or purchased by the contractor as Contractor Purchased Test Items (CPTI) as specified in a contract, with the applicable requirements of Federal Motor Vehicle Safety Standard No. 213, "Child Restraint Systems." The contractor shall provide reporting services in conjunction with the testing services.

The Contractor shall begin testing shortly after award according to the schedule that will be specified in Section F of a contract.

Dynamic testing will vary for each type of child restraint system depending on its design, construction, and application. The following is a list of requirements for each group of child restraint systems:

Group 1, Infant Restraints: For each model tested in Group 1, the following services are required (1) (2):

Inspection Sled Test (newborn dummy) Sled Test (12-month old dummy) FAA Inversion Test (newborn dummy) FAA Inversion Test (12-month old dummy) Report

Group 2, Convertible Restraints (can be used in infant and toddler mode): For each model tested in Group 2, the following services are required (1) (2):

Inspection Sled Test (infant mode w/newborn dummy) Sled Test (infant mode w/12-month old dummy) Sled Test (toddler mode w/12-month old dummy) Sled Test (toddler mode w/3 yr. old dummy) Sled Test (toddler mode w/3 yr. old dummy) Sled Test (toddler mode w/3 yr. old dummy) FAA Inversion Test (newborn dummy) FAA Inversion Test (12-month old dummy) FAA Inversion Test (3 yr. old dummy) Report

Group 3, Combination Restraints (can be used in infant, toddler, and booster mode): For each model tested in Group 3, the following services are required (1) (2):

Inspection Sled Test (infant mode w/newborn or 12-month old dummy) Sled Test (toddler mode w/12-month old dummy) Sled Test (toddler mode w/3 yr. old dummy) Sled Test (toddler mode w/3 yr. old dummy) Sled Test (booster mode w/6 yr. old dummy) Sled Test (toddler or booster mode w/10 yr. old dummy) FAA Inversion Test (12-month old dummy) FAA Inversion Test (3 yr. old dummy) Report

Group 4, Booster Seats (can be backless or with back): For each model tested in Group 4, the following services are required (1) (2):

Inspection Sled Test (3 yr. old dummy) Sled Test (6 yr. old dummy) Sled Test (10 yr. old dummy) Report

(1) The Government may choose to substitute a different test mode and/or dummy for each Sled Test.

(2) NHTSA has proposed incorporating a new side impact sled test into FMVSS No. 213 compliance testing (see https://www.federalregister.gov/articles/2014/01/28/2014-01568/federal-motor-vehicle-safety-standards-child-restraint-systems-child-restraint-systems-side-impact).

Child restraints manufactured for children of a specified mass would be subject to side impact sled testing. Thus, during the performance period, the Government may choose to include side impact sled testing.

Within 45 calendar days of the completion of testing and acceptance of the last final report, the contractor shall provide to the COR a summary of test data for all dynamic tests. The format for this summary can be found at http://www.nhtsa.gov/cars/testing/comply/fmvss213/index.html

NOTE: Contractors must be registered in the System for Award Management (SAM) database located at www.sam.gov in order to receive an award in response to the solicitation.
