PART I - THE SCHEDULE
B.1 SUPPLIES/SERVICES
B.1.1 The Contractor shall provide the qualified personnel, facilities, materials, supplies, equipment, and services, except as identified in Section H.3, Government Furnished Test Items/Property (GFTI/GFP), necessary to perform test, inspection, and reporting services to determine whether child restraint systems designed for use in motor vehicles comply with the requirements of Federal Motor Vehicle Safety Standard (FMVSS) No. 213, Child Restraint Systems. This contract encompasses the dynamic test requirements which are conducted on child restraint systems.
B.1.2 This is a multiple award Indefinite Delivery, Indefinite Quantity (IDIQ), Firm-Fixed- Price (FFP) Contract, with Cost Reimbursement elements for Contractor Purchased Test Items (CPTI). Under this Contract¸ the Government shall issue Delivery Orders in accordance with Federal Acquisition Regulation (FAR) 16.5.
B.2 MINIMUM/MAXIMUM OBLIGATIONS
B.2.1 Minimum obligation – Upon execution of the IDIQ Contract, the Government hereby orders the supplies and services of the Known Requirements shown in Price Schedule B.3.1 in the amount of $TBD at award. This amount represents the “minimum obligation of the Government.”
RFP NOTE: The number of tests identified in Section B.3.1 represents the total number of known tests to be conducted during the Base Period (Contract Year 1) and not the guaranteed minimum obligation of each contract awarded as a result of this RFP. The guaranteed minimum number of tests to be ordered for each awarded contract will depend upon the number of contracts awarded and the proposed lowest price for the known test by the offeror. Each awarded contract will include a guaranteed minimum obligation amount for at least one test specified in Section B.3.1.
B.2.2 Maximum obligation – The Contractor shall be obligated to provide services and support up to the total not-to-exceed amounts specified in Price Schedules B.3.2 through B.3.6.
Contract ceiling amounts for each contract year are presented in the Price Schedules. Those ceiling amounts may be increased upon execution of bilateral modifications.
B.3 CONTRACT PRICES
This contract includes two “Periods”: The “Base Period” which is the first 24 months of the contract term (composed of Contract Year 1 and Contract Year 2) and the Option Period which, if exercised, begins at the end of the Base Period and continues for an additional 36 months (composed of Contract Year 3, 4, and 5).
SECTION B - SUPPLIES OR SERVICES AND PRICES/COSTS
Testing services are priced by Contract Year. The price in effect at the time a test is ordered shall apply to that test regardless of when the test is actually conducted and finished. Test prices shall apply for payment purposes and shall include all charges, including, if applicable, charges for storage.
Upon delivery and acceptance of supplies and services described in Section C, Statement of Work (SOW) and each awarded Delivery Order, the Government will pay to the Contractor the applicable fixed prices set forth in Price Schedules B.3.2 through B.3.6.
Except for the known requirements (i.e., guaranteed minimum order quantity), identified in Section B.3.1, the government is not under any obligation to order any additional services under this contract. The Government reserves the right, at its option, to increase the quantities of testing services provided under this contract up to the “Total Not-To-Exceed” amount specified for each contract period.
Known Requirements (Base Period)

C.2 BACKGROUND
The National Highway Traffic Safety Administration (NHTSA) is an agency of the U.S.
Department of Transportation (DOT). NHTSA’s mission is to save lives, prevent injuries and reduce economic costs associated with motor vehicle crashes. The agency develops, promotes and implements effective educational, engineering and enforcement programs with the goal of ending preventable tragedies associated with vehicle use and highway travel.
On January 1, 1981, NHTSA issued Federal Motor Vehicle Safety Standard (FMVSS) No. 213, Child Restraint Systems. FMVSS No. 213 was substantially amended on July 5, 1995 to add a greater array of sizes and weights of test dummies for use in compliance tests, and on September 1, 1999, to require that child restraints be equipped with means for attaching to a new independent anchorage system. On June 24, 2003, FMVSS No. 213 was amended to incorporate improved test dummies and test procedures, and to extend the standard to apply to children who weigh up to 65 lbs. On February 27, 2012, FMVSS No. 213 was amended to incorporate a 10-year-old test dummy and to extend the standard to apply to children who weigh up to 80 lbs.
FMVSS No. 213 sets forth the performance requirements for many types of child restraint systems. It includes the testing provisions which are necessary to determine whether a restraint system meets those performance requirements. The test provisions include a dynamic sled test which simulates a vehicle striking a fixed barrier in a frontal impact, and the Federal Aviation Administration (FAA) Inversion Test. The test provisions also include materials tests, and an inspection of the restraint system’s features. This contract encompasses the dynamic test requirements which are conducted on child restraint systems.
SECTION C - DESCRIPTION/SPECIFICATIONS/ STATEMENT OF WORK

C.6.8 Deviations from Test Procedures
The Contractor shall conduct testing only in accordance with the approved test procedures (i.e., OVSC 213 Test Procedure and Contractor’s 213 Test Procedure) and the applicable FMVSS and shall notify the COR, in advance, if any deviation from the approved test procedures are necessary. The Contractor shall receive approval from the COR prior to initiating any deviations from the test procedures. The COR is authorized to approve and require deviations from approved test procedures as long as that deviation does not affect the prices stated in this contract.
C.6.9 Test Data Summary
Within 45 days of the completion of testing and acceptance of the last final report for each contract year, the Contractor shall provide to the COR a Summary of Test Data for Compliance Tests. The format for this summary is attached (Section J).
C.6.10 Dummy Calibration
The required dummies shall be calibrated in the following manner by the Contractor:
• Calibration of dummies used in the dynamic tests shall be performed before the start of testing. Additional dummy calibrations may be required after a reported test failure and at the discretion of the COR. A test dummy shall not be used in more than 30 sled tests without a calibration being performed on that dummy.
• For each dummy, a minimum of two (2) dummy calibrations will be required.
• On-site calibration is not a requirement of this contract. However, if calibration is performed off-site, the Contractor is responsible to ensure that after calibration, the transportation method or handling procedures used to return test dummy(ies) back to the Contractor’s laboratory will not, in any way, compromise the calibration of the dummy(ies) or delay testing.
C.6.11 High Speed Cameras
The cameras used to record dynamic tests shall meet the requirements of Section 12.D.l .2, High Speed Cameras, contained in the OVSC 213 Test Procedure, TP-213-10. However, the following requirements shall take precedence over those found in TP-213-10:
• No less than four digital cameras are required. Two shall record head and knee excursion. A third shall record restraint position before and after the test and the restraint motion during impact and rebound. A fourth shall record overhead of the restraint. For infant mode tests, the head excursion camera shall be used to record back angle. The three cameras recording excursion or back angle shall be rigidly mounted on-board the test sled and shall remain in a fixed location and orientation throughout each dynamic test. The mount for a fourth camera overhead of the restraint may be either rigidly mounted on-board the test sled or mounted to a fixture above the test sled.
• The excursion cameras shall be positioned so as to minimize parallax between the head or knee of the dummy and the respective target point.
• The fourth camera overhead of the restraint shall be capable of capturing the entire dynamic event.
• Polaroid sequencing or Graph-Check cameras shall not be substituted for any of the above required cameras.
C.6.12 Excursion Targets
The test sled shall be equipped with on-board targets, such as a reference grid or stadia poles, for measuring excursion limits. The targets shall provide a fixed reference for the vertical, transverse planes at 720 mm (28 inches), 812 mm (32 inches), and 914 mm (36 inches) forward of the seat back pivot and shall maintain their exact positions throughout all required dynamic testing.
C.6.13 Excursion Measurement
Excursion shall be measured by accurate analysis of the high-speed film (or videotape) by the cameras specified in section C.6.11. Head and knee excursions shall be determined only by the cameras specified for those measurements. Film analysis shall be performed using precision analysis and digitizing equipment intended specifically for the purpose of distance measurement from film. Videotape analysis shall be performed using precision analysis and digitizing equipment intended specifically for the purpose of distance measurement from videotape.
Excursions shall not be determined from Polaroid sequence film, or by estimation or manual methods.
C.6.14 Measurement and Test Equipment
All measurement and test equipment and standards used in the performance of services under this contract shall be labeled with the following information:
• Date and place of last calibration;
• Date of next scheduled calibration;
• Name of technician or commercial business performing the calibration;
• Full scale measurement range;
• Accuracy and tolerance over the entire measurement range or within the range used for testing.
Accuracy and tolerance of measured values shall be indicated on all charts, graphs, tracings, data printouts, and other hard copy output of test measurements and results.
The Contractor shall maintain records which show the traceability of calibrated measurement and test equipment to standards maintained by the National Institute of Standards and Technology
(NIST).
