Triennial Review Program

1 The SOP says that a draft triennial will be available at the closeout interview. The RFP says that a draft will NOT be available. Can the FTA confirm which it is?

The draft reports will NOT be available at the exit conference with the grantee.

2 Did FTA use one of the existing Triennial Review contractors or another contractor to help draft the proposed FY 2013 Workbook and conduct other preparatory work? If so, what is the name of the contractor and what was the scope of work? Was the work done through a specific contract or a task order? Please also provide this scope of work.

Incumbent contactors are working within the existing Triennial Review Contract's scope of work, which is public information.

3 Section L.4.1, “Organization and Volumes,” page 72, requires Standard form 1449, Solicitation/Contract/Order for Commercial Items to be included with Volume III, Business Cost Proposal. Form 1449 states that the offeror is to complete blocks 12, 17, 23, 24, & 30. Should the content of blocks #23 and #24 coincide with the unit price and amounts quoted in the Representative Task Quote, Attachment L.3?

An SF1449 is not the applicable form for this requisition. An SF 33 has been released and will be used. The reference to SF1449 (on page 72) has been removed the RFP.

4 Section L.4.2, “Page Limitations,” page 72, states resumes do not count against page count limitations. Section L.7.1, Volume 1‐Technical: B.

Qualification of Staff; 1. Key Personnel item c., page 76, states: Submit resumes and signed letters of intent for the proposed key personnel.

Given the letters of intent are to be submitted with the resumes, do the letters of intent for key personnel count against the page count limitations?

No. Letters of intent do not count against the page count.

5 Do all past performance submissions need to come from the Prime or do past performance submissions from Subcontractors qualify?

No, all past performance does not have to come from the prime offeror.

6 With concurrent reviews taking place at up to ten different FTA regional offices, how many total contractor FTEs does the government estimate will be needed to sufficiently perform the triennial reviews from 01MAY13 to 30APR14?

The government has provided estimates for the total number of reviews to be conducted. FTA cannot dictate how many FTE's are required for these tasks.

7 How many grantees are located in each of FTA’s ten regions? Please refer to the list of grantees provided in the initial RFP package.

Triennial Review Program

8 Does the government have a preference for a proposal submission from:

A contract team that can handle all reviews for all regions? A contract team that will handle all reviews for a single region? A contract team that will handle all reviews for a specific enhanced type (i.e.

procurement) for all regions? No preference?

No preference. Offerers will be evaluated exclusively based on the evaluation criteria identified in the RFP.

9 Will FTA regional offices provide workspace for contractors performing reviews within their region?

FTA regional offices will host scoping meetings at their location. Site‐ visits are at grantee locations.

10 Is the government satisfied with the performance and capability of the oTrak tool or would the government prefer that the contractor provide an alternate tool that fulfills the same function as oTrak?

This question is not within the scope of work for this RFP.

11 Would a new Information System (IS) be needed, or would the existing IS need to updated/customized in any way?

This question is not within the scope of work for this RFP.

12 How are the four incumbents currently supporting the auditing process?

i.e. are the incumbents broken out by deficiency, or are they auditing across the board?

All current contractors are responsible for reviewing all assigned grantees in all Triennial Review subject matter areas.

13 How many audits are processed by an incumbent every year? This number varies. The total number of all Triennial Reviews are given in the RFP. Work will be awarded to vendors in accordance with H.16 Task Ordering Procedures.

14 Please provide further clarification re: L.3. Are the units given to estimate the weeks required by role to execute the CLIN activity?

No. Units provided are FFP; ie. How many units of that CLIN are required for that year. For example: CLIN 8 requires 20, Enhanced Review Modules.

15 Ref. Page 73‐ The text is cut off regarding express mail options‐can you please supply the rest of the language there?

This was addressed in Amendment 3. The missing paragraph has been amended in the RFP.

16 On page 81 of 94 in the RFP: What is meant by the term: "delivery order numbers"? We have several IDIQ contracts but have not seen that term before.

Delivery Order is a common contract term often used interchangably with "Task Order" by other agencies/ contracts.

Triennial Review Program

17 What is meant by the terms: "Government Contracting Activity," "Government Contract Administration Activity," and "Government Contract Administration Activity's Pre‐Award Monitor"?

These terms are common in government contracts.

18 What is the correlation between the rates per labor category asked for in Attachment J‐4 and the prices requested in Attachment L‐3?

The fully loaded rates in J‐4 (to be incorporated in any subsequent contracts) should be used to establish the prices in L‐3 (To be used for evaluatoin purposes only) using the estimate hours given. Offerors should decide the labor mix required for each CLIN and provide their best quote.

19 If we propose an escalation on schedule J‐4, should the price in J‐3 reflect the first year’s cost or the maximum cost over the 5 years?

Attachment L‐3 must be priced for the FIRST PROJECT YEAR ONLY.

20 In Amendment 3, Volume I, the RTQ was clarified as to the inclusion of ODC’s and Travel Costs, however, CLIN 14A seems to have been folded into CLIN 14. Is that correct? Should the ODCs and Travel Costs should be in CLIN 14?

Attachment L.3 as amended provides clarification.

21 What is the definition of a pre‐award monitor and how does one determine who that may be?

These terms are common in government contracts (Technical Monitor, Contracting Officer Representative, Program Official, etc). The official filling out the past performance form (where these terms are used) should contact Matthew Butner if they have any questions. An official, private or public, that is familiar with an offerors performance under a contract of simlar agreement.

22 What is the definition of an administrative officer and how does one determine who that may be?

These terms are common in government contracts. The official filling out the past performance form (where these terms are used) should contact Matthew Butner if they have any questions.

23 If the two above positions cannot be determined from previous contract information, is "NA" an appropriate response?

Yes, if they cannot be determined.

24 Will the triennial workbook ultimately include updates per MAP21, such as safety requirements?

The workbook will be updated in accordance with applicable regulations.
