Attachment L.6 DTFT60-13-R-00001 – Amendment 000002
Triennial Review Program
Vendor Question Government Response 1 In view of the fact that this request for proposal requires a great deal of data gathering and personal interface to develop a quality response, and the fact that a major holiday right in the middle of the proposal development period, it is requested that the proposal due date be extended by two weeks to Decamber 18, 2012. We feel the extension of time will allow the proposers to have adequate time to provide the best value proposition to the government.
The government has considered these points and agrees.
A two week extension is hereby granted. Proposals are now due December 18, 2012 by 4:00 PM EST. The RFP is amended accordingly.
2 Section L7 of the request for proposal indicates that several of the key positions and subject matter experts are required to have a minimum of eight to ten years of experience in public transit. This appears to be very restrictive, and strongly favor the incumbent contractors. Will directly relevant experience in areas other than public transit also acceptable for these criteria?
The FTA is requesting this level of experience as it is commensurate with the level of effort required in the SOW and other Federal expectations.
See Attachments L.4 and L.5.
3 What is the average number of reviews which a contractor is expected to complete during an annual period?
The government estimates a total of 2 Tier one reviews, 8 Tier two reviews, and 174 Tier three reviews during an annual period. These reviews will be divided among the winning contractors through competed task orders. As such, an average number cannot be given at this time.
4 Can you clarify how the sample task order is to be priced. See 4a, 4b, 4c.
4a For example, do we only use the estimated LOE numbers and multiply that number by a loaded T&M rate? Can we use multiple rates but average them out for the price calculation?
Yes. Use the estimated LOE numbers and multiply by a fully loaded T&M labor rate or mix of labor rates. The resulting number will be the YEARLY total for the sample task CLIN. DO NOT multiply by the estimated quantity column. That column respresents the total number of that CLIN which would be purchased on an FFP basis if so structured under the Task.

Triennial Review Program
4b Can you clarify what you expect for the pricing of items 10-12? For CLINS 10, 11, and 12, give the FFP total for the number of the CLIN given under the estimated quantity.
For example, CLIN 11 will be the FFP total price for 15 Triennial Review Workshops and Trainings.
4c Some of the tasks like workshop conduct are fixed price assignments. Do you want a lump here or a breakout of the costs?
See 4b.
5 We assume that ODCs and travel will be specified at time of task order request.
For purposes of evaluation only, NTE dollar figures have been amended.
6 Can we propose other staff that are not included in key personnel and non-key personnel subject matter experts?
Yes. Vendors may propose additional personnel.
7 Can multiple staff be proposed for the task leader and the intermediate management analyst positions?
Yes, as long as the fully burdened labor rate is the same for both proposed personnel.
8 On p. 72 of the RFP, the Executive Summary is listed within the Proposal Volume Requirements Table. Should this be submitted as a separate stand-alone Volume in addition to Volumes I, II & III?
Yes. As stated in that table, the Executive Summary is limited to 2 pages and is in addition to Volumes I, I and
III.
9 On p. 82 of the RFP, the following language is used, “The Offeror shall provide the Past Performance Questionnaire (Attachment L-2) for each of the representative three (3) contracts cited.” • Does this mean only 3 contracts should be included in Volume – II Past Performance? Can you clarify the total number of contracts required for Volume – II for both the prime contractor and subcontractors. •
The minimum number of of contracts is 3. More can be provided within the page limit of the section. Sub offeror past performance questionnaires should be provided if the prime offeror wishes to use the sub offeror's past performance to qualify.
