Letter of Compliance Completion - MVT Safety Improvements at TRIS - PEPC ID: 43344

National Park Service U.S. Department of the Interior

George Washington Memorial Parkway Date: 02/18/2015

Letter of Compliance Completion

Memorandum

To: Homayoun Kazemipour

From: Claire Rozdilski

Subject: NEPA and NHPA Clearance: MVT Safety Improvements at TRIS (43344)

The IDT has reviewed the proposed project/action and completed its environmental assessment documentation, and we have determined that there:

• Will not be any effect on threatened, endangered, or rare species and/or their critical habitat.

• Will not be any effect on historical, cultural, or archeological resources.

• Will not be serious or long-term undesirable environmental or visual effects.

The subject proposed project/action(s), therefore, is/are now cleared for all NEPA and NHPA compliance requirements as presented above. Project plans and specifications are approved and construction and/or project implementation can commence.

For the proposed project actions to be within compliance requirements during construction and/or project implementation, the following mitigations must be adhered to:

• Park staff must be notified of implementation prior to commencement of project activities.

• Trees that are located close to the area of disturbance shall be protected as to avoid any damage or injury to the tree and root system. National Park Service staff shall be consulted during pre-construction to advise regarding limb pruning and root pruning of trees that could sustain damage from construction activities. If trees not otherwise identified as being removed for the project, are damaged or injured, the contractor shall provide NPS full compensation for the loss in value provided the monetary value is determined in a credible and acceptable manner.

Vehicular traffic and storage of materials within the drip line of trees is not permitted without prior approval from an NPS representative. The contractor shall provide at least two weeks prior notice to the start of construction so that NPS can help coordinate tree protection.

• The Project Proponent shall engage the park Accessibility Coordinator in the project design and receive his approval before finalizing the project.

• Any park infrastructure impacted during construction, including but not limited to paved and unpaved roadways, walkways, and turf, shall be restored to pre-construction conditions upon completion of the project.

• Undertaking must conform to the Secretary of the Interior's Standards for the Treatment of Historic Properties and follow plans as designed, reviewed, and approved.

• In the event that archeological resources are discovered during construction, work must cease until GWMP Cultural Resources Management is able to assess the impact and give clearance to proceed.
