Solicitation: DTFH71-16-B-00016
The purpose of this Amendment is to:
1) Provide a summary of responses to questions/clarifications asked by potential bidders.
2) Reschedule the Bid Opening date to February 18, 2016 at 2:00 p.m.
Questions / Clarifications
The following questions and issues were submitted via email at eflhd.contracts@dot.gov. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included. The Government’s direct response to the sender may also have been updated below for better clarity.
1. Surveying - If we use the specifications listed for this project we are looking at three times the cost as if we used the FDOT specifications for surveying. We are confident we can get it changed after the fact, but would feel more comfortable if the specifications were a little more relaxed for a mill and overlay type project. What we are asking is if we can use Florida Minimum Technical Standards for Surveying?
Response: The contract is governed by the Federal specifications (FP-14) and Special Contract Requirements (SCRs) listed in the Solicitation Booklet (J Pages) and we do not intend to use Florida DOT specifications.
The project requires new alignment and therefore the survey requirements are different vs.
the milling and overlay portion of the project. For the new alignment, Subsections 152.05(a) thru (f) of the FP are required. For the milling and overlay, Subsections 152.05(a) and (b) of the FP are required. The FP Section 152 requirements are amended in the SCRs for project specific needs. One of these project specific requirements is documentation of the pavement patch locations on the as-builts [see Subsection 104.03(c) of the FP and SCRs for the full as-built requirements which also includes final striping].

2. Asphalt - How often does the manual straightedge have to be performed and who will be responsible for this - Government or Contractor?
Response: The manual straightedge measurements are performed by the Contractor after the surface lift is placed and typically performed at areas where a bump or depression is apparent or detected. All final paving is to comply with the straightedge requirement [see FP-14 Subsections 401.16 (first paragraph) and 401.16(e)]. The manual straightedge measurements are to be performed exclusively for all parking areas and access roads (not the mainline) by the Contractor.
3. Asphalt - Who generates the MRI number for the smoothness of the Type I and Type III asphalt - Government or Contractor?
Response: The MRI number will be generated by the Contractor provided the Contractor’s equipment can be verified; see FP-14 Subsection 401.16(a)(1) for details. The Government has the right to perform independent verification testing using Government equipment.
4. Asphalt - These specs are saying that all QC testing of the mix is to be done on samples that are obtained behind the paver before the mix is compacted. Besides making the mat not look very good, this is going to add some significant delays in our ability to control the mix. Not to mention the added cost. Can we see if that part can be waived or amended to allow us to sample at the plant like a typical FDOT project?
Response: Quality assurance and process (quality control) sampling is to be tested by the Contractor according to Section 401 of the FP-14 (behind the paver on the mat). Testing behind the paver on the mat provides a better representation of the mixture on the road. If care is taken to obtain the sample and refill the sampled area, there is no or minimal aesthetically displeasing appearances.
5. On the permanent and Mot signage details, it calls for wooden 4x4, 4x6, 6x6, or 6x8 posts.
FDOT standards would call for Aluminum posts for single post signs or Steel H- beams for multi-column signs. Steel u-channel posts would be used for MOT signs. Are wooden posts called for because of it being on Federal property or can aluminum posts be substituted?
Response: The Contractor can use aluminum posts or portable signs for temporary traffic control signs. As stated in Subsection 633.04 of the SCRs (page J-18 of the Solicitation Booklet), the Contractor is required to furnish composite posts for permanent signs.
Info Page 3 of 3
6. On the striping, it’s calling for 4” lines with type B pavement markings, two coats. FDOT standards for the roadway lines would be 6” line with 4” for the parking lot striping. I believe thermoplastic is what is currently on the roadway and would be necessary for the new pavement markings. Thermoplastic is indicated with the type H, but only a small amount is being called for.
Response: The two different types of permanent striping are specified at the request of the National Park Service (the facility owner). The thermoplastic pavement markings (Type H) are only placed in the parking lots, thus the small quantity for this pay item. The waterborne pavement markings (Type B) are for the main roadway. The existing pavement marking widths are 4 inches wide, and this project is matching the existing pavement marking widths. Due to this project being a Federal project, it is not required to meet FDOT standards.
7. The raised pavement markings shown on S07 are a “snowplowable” type of marker. These are not the type used on FDOT roadways.
Response: There are no raised pavement markers required for this project. The detail provided in the plans is our standard pavement marking detail and may have information in excess of this project’s needs.
8. The wheelstops shown on S08 measure 7’8”. Florida standard is a 6’ wheelstop. I am assuming there are no wheelstops required on this contract.
Response: There are no wheelstops required for this project. The detail provided in the plans is our standard pavement marking detail and may have information in excess of this project’s needs.
