Questions / Clarifications

The following questions and issues were submitted via email at eflhd.contracts@dot.gov. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included. The Government’s direct response to the sender may also have been updated below for better clarity.

1. Does the surveying for the project must follow the USDOT Specifications in FP-14? This project is mostly milling and asphalt overlay and the specification requirement is a little cumbersome for a simple project.

Response: The surveying requirements are described in Section 152 of the Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects (FP-14) and have been supplemented and amended by the Special Contract Requirements (SCRs) as outlined in the J Pages of the Solicitation Booklet. The requirements of both the FP and SCRs are expected to be followed.

The specific SCRs for surveying are located on pages J-6 and J-7, and explain what is required for the milling and overlay areas. Schedule B is a 1.5-mile realignment, and therefore requires a full survey as outlined in the FP.

2. In a previous contract at GUIS, the specification for the weight limits on the asphalt trucking was waived after the contract was let. Is it possible that the weight limits will be waived on this project? The specification calls for a 10 ton limit and typical asphalt trucks can carry 18 tons.

Will they waive the load restrictions both material coming to and leaving the site? If not only half loads will be allowed.

Response: Subsection 104.05 of the SCRs will be deleted by amendment to remove the load restrictions.

3. The specification for the asphalt mix is more stringent than an airport runway. Florida DOT requires a SP-9.5 mix and we were wondering if the FDOT approved mix would be allowed to be substituted.

Response: Please refer to Subsection 401.03 of the SCRs (page J-13), which allows an approved state asphalt mix design to be submitted for approval. The Government will not review asphalt mix designs during advertisement.

4. Type liquid binder for mixes? PG 52-28, 58-22, 76-22, other?

Furnish a Job Mix Formula (JMF) with an asphalt binder performance grade PG 64-22 or PG 67-22. Other asphalt binders can be submitted for approval as part of the JMF submittal required by Subsection 401.03(c) of the FP.

5. Is an AC Index available?

Response: An asphalt escalation clause is not included in the SCRs because it was not warranted for this project and therefore the Government will not be providing an Asphalt Base Price Index.

6. It looks like there are specifying a 1in nominal mix. Is there a possibility to swap to standard FDOT mixes and also use a 12.5mm mix instead of the 1 inch? We don’t have any 19mm mixes let alone a 25mm mix.

Response: A Florida Department of Transportation (FDOT) SP 19.0 Coarse Graded JMF can be submitted for approval as stated above. If this mix is approved, it will need to be placed in one lift. A 12.5 mm mix will not be allowed as a substitution for the specified 1-inch mix.

7. Any ability to increase the max recycled asphalt pavement (RAP) above the 20% limit?

Response: Please refer to Subsection 401.03(a) of the SCRs (page J-13) which amends the 20% RAP limitation of the FP.

8. Will the bridge toll be waived for the project?

Response: The Government does not have authority to waive state tolls.
