PROJECT NPS BMS FY15_BASE
REQUEST FOR QUALIFICATIONS (RFQ)
DTFH71-15-R-00004
Purpose and Description:
The Federal Highway Administration (FHWA), Eastern Federal Lands Highway Division (EFLHD), anticipates awarding multiple Indefinite Delivery, Indefinite Quantity Contracts (IDIQCs) for bridge preventive maintenance repair for the National Park Service within the Southern Region of the Eastern United States. The Southern Region includes: North Carolina, South Carolina, Georgia, Florida, Alabama, Mississippi, Tennessee, Arkansas, Louisiana, Kentucky, Virginia, Puerto Rico, and Virgin Islands. The EFLHD anticipates awarding two (2) IDIQCs. The primary construction work will predominantly be minor bridge repairs including but not limited to repair of concrete spalls and deteriorated concrete on bridge decks, parapets and wing walls, curb and sidewalks, superstructure and substructure concrete members and abutments; cleaning and sealing of cracks in concrete members; cleaning, resealing, and replacement of bridge expansion joints; cleaning and sealing exposed rebars; repair of approach slabs and approaches; and sealing deck surfaces. The purpose of this procurement is to select firms that are highly qualified to provide the bridge preventive maintenance repair services.
Under this Notice, the EFLHD is soliciting construction contracting firms (Offerors) to participate in a qualifications based selection process.
Below is an example list of National Parks, Historic Sites and Recreational Areas where work could be located:

• Chickamauga & Chattanooga National Military Park, GA
• Cumberland Gap National Historic Park, KY and TN

• Everglades National Park, FL
• Great Smoky Mountains National Park, TN and NC
• Gulf Islands National Seashore, FL and MS
• Jean Lafitte National Historic Park, LA
• Natchez Trace Parkway, AL, MS, and TN
• Russell Cave National Monument, AL
• Shiloh National Military Park, TN
• Vicksburg National Military Park, MS

Evaluation and Weighting Criteria:
All Offerors responding to the RFQ will be evaluated using the following criteria and weightings:
1. Professional Qualifications (Total Maximum Score = 35). Professional qualifications of the key personnel from the prime firm and all subcontractors necessary for satisfactory performance. Key personnel, as a minimum must include:
• Construction Superintendent - The Contractor’s authorized representative in charge of the construction work. This individual must have at least ten (10) years of bridge construction and/or experience in bridge preventive maintenance repair or shall be a registered, licensed Professional Engineer for minimum of last five years. Include description of this individual’s management capability.
• Quality Control/Quality Assurance Manager - The Contractor’s single point of responsibility for all quality management procedures and decisions. Quality Control Manager may not also serve as the Construction Superintendent.
• Safety Engineer - The Contractor’s representative in charge of safety with authority to halt work if warranted by safety violations.
Provide organizational chart of key personnel (both Prime and subcontractors) for performance of work and which key personnel work for each firm.
Obligation to keep team intact:
In connection with the services covered by this RFQ process, any in-house personnel, subcontractors, joint venture partners and outside associates will be limited to the individuals or firms that are specifically identified during the RFQ submittal process.
The Contractor shall obtain the Contracting Officer’s written consent before making any substitution for these designated in-house personnel, subcontractors, joint venture partners, associates, or consultants or adding additional new subcontractors.
2. Specialized Experience (Total Maximum Score = 20). Provide specialized experience and technical competence of the Offeror’s firm and subcontractors in bridge preventive maintenance repair. Include specific experience within the past five (5) years performing technically the same or similar bridge preventive maintenance repair services and QA/QC work for EFLHD, NPS, other Federal Lands Management Agencies (USACOE, U.S.
Forest Service, Fish and Wildlife Service) or State Departments of Transportation within the Southeast Region. Provide experience performing bridge maintenance repairs, including similarities between the Offeror’s experience and the work described in this
RFQ. Submit documentation of the Prime firms’ Workmen’s Compensation Experience Modifier Rates for the last 3 years.
3. Past Performance (Total Maximum Score = 25). The Government will review and evaluate the information about each Offerors’ past performance based on the Offeror’s record and reputation for satisfactorily completing projects similar in size and scope.
This review of the offeror’s past performance will be used as a means of evaluating the capability of the offeror to successfully meet the requirements of this solicitation. As part of the general approach for evaluating past performance information the government reserves the right to obtain information for use in the evaluation of past performance from any and all sources including sources outside the government. The evaluation will consider performance of key personnel, quality of work performed, timely completion of work, subcontractor usage, reasonableness of price for original contract & contract modifications, compliance with safety plans and labor standards. A maximum of ten (10) example projects are allowed in the SF 330. Identify an owner point of contact and provide a phone number and email address for each example project provided. A minimum of 3 (three) of the maximum 10 (ten) example projects must be similar in size and scope to the work described in this RFQ. Identify the prime contractor on each example project. Provide copies of interim or final past performance evaluations for a minimum of 3 of the example projects to a maximum of 10 of the example projects.
4. Past Performance in Achieving Small Business Participation (Total Maximum Score = 5). Provide past performance information indicating the extent to which the Offeror attained applicable goals for small business participation under contracts that required subcontracting plans.
5. Capacity (Total Maximum Score = 15). Capacity of the firm to accomplish the work in the required time. Ability to handle multiple bridge repairs: Explain how your company would handle multiple task orders if several bridge repair projects were awarded within a short time frame and located at different areas in the Southeast Region.
Source Selection:
Interested firms having the capabilities for this work are invited to submit Part I of the SF 330 for the prime and/or joint venture firm, and Part II of the SF 330 for each member of the proposed team or subcontractors, by addressing a transmittal letter to the office shown. Joint Ventures must also submit a copy of the Joint Venture Agreement. The SF 330 should be completed per the instructions on the form and may be expanded, if necessary, to address the selection criteria fully. Forms can be downloaded from: http:www.gsa.gov/forms
Although this solicitation is open to all firms, the following is provided for Minority, Women-owned, and Disadvantaged Business Enterprises (DBE's). The Department of Transportation (DOT) offers working capital financing assistance for transportation related contracts. DOT's Short-Term Lending Program (STLP) offers lines of credit to finance accounts receivable.

Important Subcontracting Plans Requirements: Required from all "other than Small business" when requirement is expected to exceed $650,000 ($1,500,000 for construction) [FAR 19.702].
Contracting Officer, Contracting Officer’s Representative, and Small Business Specialist are responsible for approving a reasonable and realistic plan [FAR 19.705-4] [TAM 1219.201(e)(6)].
Legislated subcontracting goals [15 USC 644(g)(1)]: 44% - Small Businesses (SB), 5% - Small Disadvantaged Businesses (SDB), 5% - Women-Owned Small Business Entities (WOSB), 3% - HUBzones, 3% - Service-Disabled Veteran-Owned Small Businesses (SDVOSB). A copy of each subcontracting plan (or contractor statement that no subcontracts are to be awarded) must be provided to Eastern Federal Lands and approved by the Office of Small Disadvantaged Business Utilization prior to close of negotiations (or award of the IFB) [TAM 1219.705-5 and - 6].
If a large business is selected, they will comply with Federal Acquisition Regulations Part 19 regarding the requirement for a small business sub-contracting plan. Architect-Engineering (A/E) procedures will be used to select the firm, which must be capable of providing highway and/or bridge design related engineering services either independently or in conjunction with subcontractors.
Important Payment Requirements:
In accordance with Federal Acquisition Regulation (FAR) Subpart part 4.1102, prospective contractors shall be registered in System for Award Management (SAM) database prior to award of a contract. Also FAR clause 52.232-33 requires SAM registration for payment. SAM registration is available online at the following Internet web address: http://sam.gov/.
Evaluation:
An evaluation board will review and evaluate the Statement of Qualifications (SOQ) submitted by all responsive Offerors. The selection committee will select a maximum of two (2) of the most highly qualified Offerors to award base contracts. These Offerors will be required to provide unit price information to the EFLHD within 30 calendar days after receiving the selection notice for a base contract award. This IDIQ contract solicitation will result in the award of Multiple Award Task Order Contracts (MATOC). The contracts will be for 1 base year and 4 additional option years with a guaranteed minimum of $3,000 per year to a maximum of $1,000,000 per year and to a maximum of $5,000,000 for 5 years.
No solicitation package is available. The successful firms will be awarded IDIQCs based solely on data contained in their SF330s. Once the short listing of firms is completed, the Government will request pricing information. After successful negotiations with each of the firms, individual IDIQCs will be awarded. All Task Orders issued under the IDIQCs will be firm-fixed price. The individual Task Orders will be competed and issued based upon the terms of the IDIQC when services are required for a specific project(s).

Requirements for the Submittal:
The SOQ shall not contain more than fifty (50) pages typed on one side only. A cover letter, outside covers, and section dividers do not count toward the 50 page limit. The SOQ shall be written on 8.5" x 11" paper except for the organizational chart which can be larger. All SOQs shall be typed using the Times New Roman font, regular with a size of 12-points. The SOQ should address each of the evaluation criteria in the same order as listed above.
Submittals are due by no later than February 26, 2015 at 2:00 p.m. local time (EST); send or deliver one unbound original and six (6) bound copies and 1 a CD containing the electronic file of the SOQ to:
