SUBJECT: MD ERFO ASIS 2013-1(3) - Subsurface Exploration and Infiltration Evaluation
TO MESSAGE/COMMENT FROM/DATE
John Wilson Project Manager
Through:
A. Teikari Highway Design Engineer
This memorandum summarizes the results of subsurface exploration and infiltration evaluation for the Life of the Dunes and the Bay Side Parking Lots, located in Assateague Island National Seashore in Worcester County, Maryland. The Project Location Map is provided in Attachment No. 1.
GEOLOGIC SETTING
REGIONAL GEOLOGY
USGS Open File Report No. 2005-1325 indicates that the project site to be located within Quaternary alluvial deposits which consist primarily of beach zone sand and gravel. A Site Geologic Map is included in Attachment No. 1.
SOIL SURVEY
According to the United States Department of Agriculture Web Soil Survey for Worchester County, Maryland, the Parking Lots are located within sand, loamy sand, and loam units derived from marine deposits. A Soil Survey Map is included in Attachment No. 1.
PROCEDURES AND RESULTS
EFLHD’s Subsurface Exploration Team drilled eight (8) soil borings (B-1 through B-8), four at each parking lot. Borings were drilled using a CME 750 All Terrain Vehicle (ATV)-mounted rotary drill rig. The soil borings were laid out by EFLHD field personnel by referencing ground-surface topography, measuring distances from existing surface features, and estimating right-angles. Due to the field methods used, borings location showed in the attachment should be considered approximate. Ground surface elevations at the borings location were determined from the topography plans provided by the Survey Division. The boreholes were backfilled with auger cuttings upon completion. The approximate locations of the soil borings are shown in the Borings Location Map in Attachment No. 2.
The results of field tests and measurements were recorded on the driller’s field logs and appropriate data sheets in the field. These data sheets and logs contain information concerning the boring methods, samples recovered, indications of the presence of various materials such as gravel and organic matter and observations of groundwater. Recorded field data represents both factual and interpretative information.

Sampling and Field Testing
The borings were advanced using 3¾-in. (inside diameter) hollow stem augers. Standard Penetration Tests (SPT) were performed using a 2¼-in.
(outside diameter) split-spoon sampler in general accordance with AASHTO T206. SPT soil samples were typically recovered at 2-ft intervals by driving the split-spoon sampler a distance of 24 inches, or until refusal, into the undisturbed soil under the action of a 140-pound automatic hammer free-falling 30 inches. The number of hammer blows required to advance the split-spoon sampler through the middle 12 inches of the 24-inch sample interval is designated as the “Standard Penetration Resistance” or N-value.
Split-spoon refusal is defined as 50 blows per 1-inch of penetration of the split-spoon sampler. The N-values and the number of blows required to advance the sampler through each 6-inch interval was recorded on field boring logs. Representative portions of split-spoon samples were placed into glass sample jars, labeled, and transported to EFLHD Material Testing Laboratory in Sevierville, Tennessee for testing and storage.
The sampling sequence and associated samples for the borings is presented in Attachment No. 3. The boring logs in Attachment No. 3 represent a compilation of field data and description of the soil samples by a geotechnical engineer. These records may not include all data recorded on the driller’s logs and field data sheets, but include all information considered relevant to the design.
Groundwater depth readings were made at the times and under the conditions stated on the boring logs. Fluctuations in groundwater elevations due to seasonal and tidal variations, rainfall, temperature, and other factors not evident at the time measurements were made should be expected.
Infiltration Testing
One infiltration test was performed in vicinity of boring B-6. This boring yielded the deepest groundwater at the time of our drilling operation (4.2 ft below existing site grade). To perform the test, the drilling crew offset 2 ft and drove a 5-ft long, 4-inch PVC pipe to a depth of 3± ft below existing site grade. On October 19th, 2013, the PVC pipe was partially filled with water and left to saturate overnight, and the infiltration test was completed the following day. The test consisted of partially re-filling the PVC pipe completely with water, and recording the drop in water level in the PVC pipe at 30 minute intervals for a period of 240 minutes. Field measurements are included in Attachment No. 5.
Laboratory Testing
Laboratory testing was performed on selected samples and included gradation analysis by sieve and hydrometer (AASHTO T-88), and USCS and USDA classifications.
Table 1 contains a summary of laboratory test results and copies of the laboratory results are included in Attachment No. 4. USDA classifications for representative soil samples are shown in Table 1 and in Figure 1.

FINDINGS
Data Summary
Boring logs include the sampling sequence and associated jar samples for each boring along with the visual description of each soil stratum.
Subsurface Conditions
The subsurface conditions encountered during our drilling operations are shown in the boring logs. The stratification lines designating the interfaces between soil types on the logs represent approximate boundaries. The transition between materials may be gradual. It should be noted that one or more of the units may be absent at specific locations.
In general, the borings encountered loose to medium dense silty sand, well-graded sand with silt, and poorly-graded sand with silt, with SPT N-values ranging from 6 to 26 blows per foot.
Figure 1. USDA soil texture classification chart. Boring B-2 plotted in red, B-4 in blue, B-5 in green, and B-7 in black.
The infiltration test performed for B-6 resulted in a rate of 1.92 inch/hour at the end of the test. Field measurements are included in Attachment No. 5.
Recommendations
Based on the results of our drilling operations and field and laboratory testing, it is our opinion that an infiltration rate of 1.02 in/hr may be assigned for SWM design computations. This value represents minimum infiltration rate for Sandy Loam as listed in Table D.13.1 of the Maryland Stormwater Design Manual, Revised May 2009. However, groundwater depths may be the governing factors for SWM design of the proposed parking lots.

Alluvial Deposits Undivided (Qdu): Quaternary Deposits Undivided ‐ Undifferentiated gray to buff sand and gravel, gray to brown lignitic silt and clay, occasional boulders, and rare shell beds. Surficial deposits occur as intercalated fluvial sands and marsh muds (e.g. in upstream floodplain of the Wicomico and Nanticoke Rivers), well‐sorted, stablized dune sands (e.g. eastern Wicomico County), shell‐bearing estuarine clays and silts (e.g. lower Dorchester County) and Pocomoke River basin of Worcester County), and beach zone sands (e.g. Fenwick and Assateague Islands). Wisconsin to Holocene in age. Subsurface deposits of pre‐Wisconsin age consist of buff to reddish‐brown sand and gravel locally incised into Miocene sediments (e.g. Salisbury area), estuarine to marine white to gray sands, and gray to blue, shell‐bearing clays (e.g. Worcester County).
