WA NPS OLYM 2015(4)

Spruce Railroad Trail Segment C

# General Technical Question Answer Date 1 x Item 30202‐2000 Roadway Aggregate is to be material that is commercially made for maintenance and construction for Federal and State agencies with a maximum 1” size. All the pits in the area make either 1 ¼” CSBS (wsdot spec) or 5/8” CSTC (Wsdot spec). 5/8” seems on the small size for that trail. Can 1 ¼” CSBC be used.

See 703.06 in FP‐14 7/18/16

2 x

Item 6232‐0100 Special Labor Rock Scaling is to include the removal of the rock from the project site‐ that seems unreasonable to try and figure out how much volume of rock will be generated during the scaling operation. Seems the better value for the Government would be either use the hourly truck and excavator rate or a per cubic yard (truck measure) for the removal of the debris.

Bid quantity shown 7/18/16

3 x

The existing bridges on the beginning of the trail‐ can the approaches be widened to allow equipment to make it across the bridges? Also can the rails be taken off?

yes and yes 7/18/16

4 x

Section 107.10‐ Does not address imported materials do they need to be weed free?

See 105.01 7/18/16

5 x Page E‐14 (10) States don’t fall trees until after August 6th‐ until when?

Marach 15 7/18/16

Check General or Technical

6 x

Section 108 (f) states you can only work from station 49+50 to 54+50 from Nov 11 to March 13‐ can you travel on the trail from station 26+90 to 49+50 with equipment during that time.

yes 7/18/16

7 x

No activities from March 13 to May 5, but yet you have to be completed by May 26th? So you aren’t expected to receive NTP until end of September and you have only until November 10th to complete most of the work to Station 49+50 in the fall? The last trial project worked until December with no restrictions‐ why the difference?

Fixed completion date of the previous contract was October 22. The date set was based on weather.

7/18/16

8 x Can you work on the parking area during the Nov 11 to March 13 timeframe?

yes 7/18/16

9 x

All the wood debris in the tunnel‐ there is not item is it incidental to the unclassified borrow?

Is the wood pressure treated? See 109.05(b); hasn't been tested

7/19/16

10 x

It calls for the unclassified borrow to be 12” minus‐ so if the material out of the excavation is larger than that – it can’t be used?

It can be processed or wasted over 12"

7/19/16

11 x East Beach Road any load/haul restrictions?

See Amendment A001 7/19/16

12 x

Stations or centerline hasn’t been marked out like the last phase‐ is it going to happen before the bid? No

7/19/16

13 x

Station 49+20 to Station 50+00 shows vertical cuts on the cross sections‐ is this where the rock excavation is? The limits of the rock excavation is unclear. Blasting is not allowed‐ correct?

No, the vertical is the approximated limits of the previous blasts at the tunnel entrance. Sheet F.8 , note 7 discussed rock excavation. No blasting

7/20/16

14 x Will a contractor be allowed to build a turnaround for equipment?

The work needs to stay within the construction limits.

7/20/16

15 x Can this bid be moved to 8/9 not at this time 7/20/16
